Objectives

The primary objectives of this tender are to establish a panel of suitably qualified service providers to perform maintenance of roads within Winnie Madikizela-Mandela Municipality over an 18-month period. The project aims to enhance road infrastructure, promote local employment through labour-intensive methods, and ensure environmental and safety standards are met, thereby contributing to social, economic, and environmental benefits for the community.

Scope

The scope encompasses the maintenance, rehabilitation, and upgrading of approximately 900 km of gravel roads and associated infrastructure within the municipality. Specific activities include:

• Establishment of site facilities and camp management
• Traffic accommodation and signage
• Road bed preparation, grading, and shaping
• Installation and maintenance of stormwater drainage, culverts, and headwalls
• Construction and repair of road signs and safety features
• Rehabilitation of borrow pits and quarries
• Environmental management and pollution control
• Community liaison and employment of local labour via Community Liaison Officers (CLOs)
• Provision of plant, equipment, and materials as specified

The contract allows for the addition of service providers to the panel based on demand, with no guaranteed quantum of work for any bidder throughout the period.

Technical Requirements

The technical scope includes adherence to:

• Compliance with COLTO Standard Specifications (1998 edition) and project-specific specifications
• Use of labour-intensive methods where specified, with tasks clearly defined and executed using hand tools and minimal plant, supporting local employment targets
• Proper setting out, measurement, and quality control of all works, including testing as per Section 8200
• Implementation of environmental management measures, pollution control, erosion prevention, and waste management
• Traffic management plans aligned with South African Road Traffic Signs Manual and safety standards
• Provision of adequate safety signage, protective clothing, and plant safety measures
• Compliance with Occupational Health and Safety Act (OHSA) 1993 and related regulations
• Environmental and social considerations, including community engagement and minimization of disturbance to existing services and landowners

Skills Requirements

Applicants must demonstrate the following skills and qualifications:

• Proven experience in road maintenance, rehabilitation, and construction, supported by appointment letters, certificates, and reference letters (not older than 3 months)
• Qualified project team including:
• Contracts or Project Manager with at least NQF Level 6 (National Diploma) in Civil Engineering, CVs and certified copies required
• Site Agent/Foreman with NQF Level 5 or equivalent in relevant construction management qualifications
• Availability of key plant and equipment (e.g., graders, excavators, rollers, water carts, plant hire agreements, or proof of ownership)
• Capacity to undertake labour-intensive construction activities, including management of community liaison officers and local labour employment
• Ability to adhere to environmental, safety, and quality standards, including environmental management plans and safety protocols
• Experience in community engagement, particularly in managing local labour and liaising with community structures
• Financial stability demonstrated through audited financial statements (if applicable)

All bidders must meet the minimum functionality score of 70% in the evaluation process, with technical competence, experience, and plant availability being key criteria.
