Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of providing testing, inspection, maintenance, repairs, and servicing of transformers, medium voltage motors, electrical distribution, and protection equipment at various Amatola Water pump stations and water treatment works over a period of three (3) years on an ad-hoc basis.

Scope

The scope of work includes:

• Testing, inspection, maintenance, repairs, and servicing of transformers (ranging from 300kVA to 2.5MVA), medium voltage motors (e.g., squirrel cage induction motors of 310kW and 470kW), and electrical distribution and protection equipment.
• Supply of spare parts, oils, and consumables for transformers and switchgear.
• Testing and servicing of switchgear, relays, current transformers, voltage transformers, and associated protection devices.
• Routine and corrective maintenance, including oil sampling, BDV testing, moisture content analysis, winding tests, and repairs.
• Inspection, testing, and certification of medium voltage switchgear, switchgear components, and overhead/underground cables.
• Provision of transport, labour, and materials necessary for maintenance activities.
• Adherence to safety, health, and environmental regulations as specified in the Occupational Health and Safety Act and related standards.

Technical Requirements

The technical requirements encompass:

• Compliance with relevant standards such as IEC 60076 series for transformers, IEC 60296 for oils, and other applicable SABS standards.
• Use of certified and approved materials, oils, and components bearing the SABS mark or equivalent.
• Qualified personnel including Maintenance Managers, Specialist Artisans, and Electricians with specified experience and professional accreditation (e.g., ECSA registration).
• Provision of detailed maintenance procedures, test reports, and certification for all activities.
• Implementation of safety protocols, including PPE, hazard notices, and emergency procedures.
• Use of approved tools, test kits, and equipment for testing, diagnostics, and repairs.
• Adherence to the Occupational Health and Safety Act, Construction Regulations, and employer’s safety policies.
• Proper documentation, including health and safety plans, inspection reports, and maintenance records.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in testing, maintenance, and repairs of medium voltage electrical equipment, including transformers, switchgear, and motors, with at least four (4) completed relevant projects in the last ten (10) years.
• Qualified key personnel such as Maintenance Managers, Specialist Artisans, and Electricians with relevant certifications, professional registration (e.g., Pr. Techni. Eng., Pr. Eng.), and a minimum of five (5) years’ experience in medium voltage equipment maintenance.
• Organizational capacity to execute scheduled and reactive maintenance activities efficiently.
• Availability of modern, well-maintained tools, test equipment, and safety gear.
• Demonstrated understanding of safety regulations, risk assessments, and emergency procedures.
• Ability to produce detailed test reports, maintenance records, and certification compliant with IEC and SABS standards.
• Capacity to mobilize transport, labour, and materials promptly to various sites within the Eastern Cape region.
• Compliance with CIDB registration requirements (minimum grade 2EP or higher) and proof of registration.
• Provision of a comprehensive Health and Safety Plan, including risk assessments, safety procedures, and emergency response arrangements.
