Objectives

The primary objective of this tender is to establish a panel of capable service providers to perform testing, inspection, maintenance, repairs, and servicing of transformers and various medium voltage motors, electrical distribution, and protection equipment at Amatola Water pump stations and water treatment works. This is to be on an ad-hoc basis over a period of three years, ensuring reliable operation and maintenance of critical electrical infrastructure.

Scope

The scope includes:

• Testing, inspection, maintenance, repairs, and servicing of transformers (ranging from 300kVA to 2MVA and above) and medium voltage motors (e.g., 310kW, 470kW).
• Maintenance of electrical equipment such as switchgear, relays, protection devices, and associated control systems.
• Replacement and repair of components including insulators, fuses, surge arrestors, and switchgear parts.
• Testing and servicing of protection relays, meters, and control equipment.
• Supply of spare parts, oils, and consumables as required for maintenance activities.
• Provision of skilled personnel for on-site repairs, testing, and commissioning.
• Adherence to safety, health, and environmental standards during all activities.

Technical Requirements

The technical requirements specify that:

• Service providers must be registered with the CIDB at grade 2EP or higher, capable of executing the scope of work.
• Personnel must possess relevant qualifications, including professional registration with ECSA for key personnel, and valid authorizations for high voltage work.
• Experience must include at least five (5) completed projects or maintenance orders on medium voltage equipment, including vacuum circuit breakers, relays, and transformers, within the last ten years.
• All work must comply with the Occupational Health & Safety Act, Construction Regulations, and relevant standards.
• Service providers must provide detailed health and safety plans, risk assessments, and demonstrate competence in safety management.
• All testing, repairs, and maintenance activities must meet the standards specified in the Standardized Specifications and Particular Specifications annexed to the contract.
• Equipment and personnel must be capable of performing tests such as BDV, insulation resistance, relay testing, oil analysis, and mechanical inspections.

Skills Requirements

The tender specifies that successful bidders must have:

• Qualified electrical engineers registered with ECSA, with at least five years’ experience in medium voltage electrical systems.
• Specialist artisans with trade test certificates in electrical engineering, with a minimum of five years’ experience in testing and servicing medium voltage equipment.
• Personnel skilled in testing, repairing, and maintaining transformers, switchgear, relays, and motors, including diagnostic and fault-finding skills.
• Experience in handling high voltage equipment, including vacuum circuit breakers, relays, and protection devices.
• Ability to prepare and implement comprehensive health and safety plans, conduct risk assessments, and ensure compliance with all safety legislation.
• Capacity to provide technical support, troubleshooting, and on-site repairs with minimal disruption to water treatment operations.
