Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of delivering comprehensive executive security services for Gert Sibande District Municipality (GSDM) and its office bearers for a period of 36 months. The services aim to ensure the safety and protection of designated political principals and officials in accordance with legislative requirements, including the Determination of Upper Limits of Salaries, Allowances and Benefits of Municipal Council Members, and SAPS recommendations.

Scope

The scope of work includes:

• Provision of static and dynamic executive protection services to designated office bearers such as the Executive Mayor, Mayor, Deputy Mayor, Speaker, and Whip.
• Deployment of qualified bodyguards per shift, with flexibility to increase personnel or alter operational approaches based on threat assessments and SAPS recommendations.
• Conducting advance route reconnaissance, site security surveys, crowd management, and identification of suspicious activities or packages.
• Engagements during public appearances, road travels, private movements, and private residences of principals.
• Route and venue security, including advance reconnaissance and risk assessments.
• Maintaining constant contact with a central control room and ensuring the safety of principals in various operational scenarios.
• Providing trained personnel with relevant PSIRA registration, close protection qualifications, defensive driving skills, and background checks.
• Using suitable, roadworthy, discreet armoured or unarmoured security vehicles.

Technical Requirements

The technical specifications include:

• Delivery of executive protection services in strict compliance with legislative and SAPS guidelines.
• Deployment of at least two qualified bodyguards per shift for each principal, with the ability to increase as per threat analysis.
• Personnel must possess valid PSIRA registration (minimum Grade C), close protection qualifications, and defensive driving certificates.
• Background verification and adherence to confidentiality and non-disclosure agreements.
• Use of suitable security vehicles that are roadworthy and discreet, with necessary safety equipment such as extinguishers.
• Implementation of route security, advance reconnaissance, crowd management, and threat detection measures.
• Establishment of communication protocols between team members and the central control room.
• Performance measurement based on adherence to operational plans, deviation notices, and service delivery standards.

Skills Requirements

Bidder personnel must demonstrate:

• Registration with PSIRA in appropriate grades (minimum Grade C for bodyguards).
• Relevant close protection and defensive driving qualifications.
• Minimum of 5 years’ experience in armed security or VIP protection services, supported by reference letters.
• Ability to conduct risk assessments, advance route reconnaissance, and site security surveys.
• Strong communication skills and professionalism, maintaining courtesy and integrity at all times.
• Background checks confirming suitability and trustworthiness.
• Discretion and confidentiality regarding the movements and private affairs of principals.
