Objectives

The primary objective of this tender is to establish a panel of suppliers capable of providing and delivering concrete works materials and inventory for a period of thirty-six (36) months. The panel aims to support in-house construction projects across the Eastern Cape Province, ensuring timely and efficient supply of concrete-related materials to various road upgrade and construction initiatives.

Scope

The scope encompasses the supply and delivery of concrete works materials and inventory as specified in the project documentation. The panel will facilitate ad hoc, on-demand procurement for in-house construction projects, with actual quantities and specific work scopes determined through requests for quotations (RFQs). The work includes providing concrete products such as pipes, culverts, kerbs, paving blocks, and other related materials, along with associated services like technical assistance, installation supervision, and training.

The panel will operate over a period of 36 months, supporting multiple projects without a quantified total quantum upfront. The procurement process involves issuing RFQs to panel members, with work packages awarded based on highest points scored and rotation, subject to financial risk analysis.

Technical Requirements

• Registration on the Central Supplier Database (CSD) and proof of tax compliance.
• Demonstrated experience in supply and delivery of road building materials with a minimum project value of R 2,500,000.00, supported by reference letters.
• Manufacturing capability of concrete products, evidenced by relevant trading certificates.
• Provision of proof of previous similar projects completed successfully within the specified timeframe.
• Availability of plant and equipment in adequate and good condition, including details of construction plant to be used or hired.
• Compliance with specific goals related to disadvantaged groups (e.g., black ownership, women ownership, youth, disability) with supporting documentation.
• Adherence to project specifications, standards (such as COTO specifications), and safety requirements.
• Provision of detailed project experience, plant list, and company information as part of the bid submission.

Skills Requirements

• Proficiency in civil engineering and construction materials supply management.
• Ability to demonstrate technical expertise in manufacturing and delivering concrete products.
• Experience in project management, including logistics, scheduling, and quality control.
• Knowledge of relevant standards, specifications, and legal compliance related to civil works and procurement.
• Capacity to provide technical support, supervision, and training during project execution.
• Competence in financial management, including accurate pricing, cost control, and adherence to contractual obligations.
• Effective communication skills for coordination with the Department of Transport and other stakeholders.
