Objectives

The primary objective of this tender is to establish a panel of qualified financial consultants to provide specialized services to Ray Nkonyeni Municipality over a three-year period. The services include financial statement preparation, review, audit support, asset register management, revenue enhancement, VAT & tax compliance, internal audit services, and related financial advisory functions.

Scope

The scope encompasses:

• Provision of financial consultancy services aligned with GRAP standards and mSCOA regulations.
• Support in debtors aging analysis, consolidation review, and all other relevant queries.
• Participation in risk committees and compliance with operational regulations.
• Assistance with internal audit functions, financial reviews, and related advisory activities.

Technical Requirements

The technical requirements include:

• Demonstrated experience of at least five (5) years in government-related internal audit or finance consultancy within relevant fields (AFS, Asset, Budget, VAT, SCM, Revenue).
• Leadership experience with a minimum of ten (10) years in internal audit or finance, supported by relevant qualifications such as CA(SA), CIA, TA(SA), or equivalent.
• Qualified team members with a minimum of ten (10) years of government experience in internal audit or finance, with appropriate NQF Level 7 or higher qualifications.
• Provision of appointment letters, references, and CVs to substantiate experience and qualifications.
• Participation in a compulsory virtual clarification meeting scheduled for 07 July 2026.

Skills Requirements

The skills required for bidders include:

• Extensive experience in government financial management, internal audit, and compliance.
• Strong knowledge of GRAP standards, mSCOA regulations, and financial reporting frameworks.
• Proven ability to provide audit support, asset management, revenue enhancement, and tax compliance services.
• Excellent communication skills, with the capacity to prepare reports, reviews, and presentations for various stakeholders.
• Ability to work independently and collaboratively within a team, demonstrating leadership and technical expertise.
