Objectives

The primary objective of this tender is to establish a Panel of Forensic Services for PetroSA to support its fraud risk management initiatives. The services aim to investigate incidents related to fraud, corruption, asset misappropriation, financial misstatement, and misconduct, in line with the principles of the Public Finance Management Act (PFMA) and PetroSA policies. The panel will also provide ad hoc forensic assistance to PetroSA and other companies within the CEF Group to enhance their fraud prevention and detection strategies.

Scope

The scope of work includes:

• Providing forensic services for investigations into suspected or actual fraud, corruption, and misconduct.
• Accessing PetroSA documentation and personnel to facilitate investigations.
• Supporting PetroSA’s fraud risk management strategy through prevention and detection initiatives.
• Offering ad hoc forensic services to other companies within the CEF Group, subject to approval.
• Contributing to the broader energy security strategy of the region, including support for entities like the African Development Community (SADC) and the Strategic Fuel Fund (SFF).

Technical Requirements

The technical requirements include:

• Provision of competent and experienced forensic service providers.
• Ability to investigate various forms of fraud and misconduct, including financial misstatement and asset misappropriation.
• Access to PetroSA’s relevant documentation and personnel during investigations.
• Support in executing PetroSA’s fraud risk management initiatives, including prevention and detection measures.
• Capability to provide ad hoc forensic services to other companies within the CEF Group.

Skills Requirements

The skills required for the tender include:

• Expertise in forensic investigations, fraud detection, and risk management.
• Experience in handling investigations related to corruption, financial misconduct, and asset misappropriation.
• Ability to access and analyze documentation and conduct interviews with personnel.
• Knowledge of relevant laws, standards, and PetroSA policies related to fraud and misconduct.
• Capability to support and advise on fraud prevention strategies.
• Flexibility to provide ad hoc forensic services to multiple entities within the CEF Group.
