Objectives

The primary objectives of this tender are to establish a panel of suitably qualified service providers to perform maintenance of roads within Winnie Madikizela-Mandela Municipality over an 18-month period. The project aims to enhance road infrastructure, promote local employment through labour-intensive methods, and ensure environmental and safety standards are met, thereby contributing to social, economic, and environmental benefits for the community.

Scope

The scope of work includes:

• Maintenance, rehabilitation, and upgrading of gravel and paved roads as instructed via Works Orders.
• Construction and repair of stormwater drainage, culverts, headwalls, and related infrastructure.
• Installation of road signs, safety barriers, and traffic management measures.
• Rehabilitation of borrow pits and quarries, including environmental compliance.
• Provision of plant, equipment, and labour for various construction activities, including labour-intensive methods where specified.
• Traffic accommodation, safety signage, and community liaison activities.
• Environmental management, safety compliance, and community engagement as per specifications.

Technical Requirements

The technical requirements include:

• Adherence to the COLTO Standard Specifications for Road and Bridge Works (1998 edition) and project-specific specifications.
• Use of approved materials, plant, and equipment, with specified standards for quality and safety.
• Implementation of environmental management plans, pollution control, and erosion prevention measures.
• Compliance with Occupational Health and Safety regulations, including safety signage, protective clothing, and site security.
• Proper setting out, measurement, and quality control procedures, including testing as per specifications.
• Use of labour-intensive methods for specified activities, employing local labour and community liaison.
• Provision of detailed work programmes and adherence to approved construction schedules.

Skills and Skills Requirements

The tenderer must demonstrate the following skills and expertise:

• Proven experience in road maintenance, rehabilitation, and construction, with references and certificates for completed projects.
• Qualified personnel including a Contracts/Project Manager with at least NQF Level 6 (Diploma) in Civil Engineering, a Site Agent/Foreman with NQF Level 5 qualifications, and safety officers.
• Capability to operate and manage plant and machinery such as graders, excavators, rollers, water carts, and other specified equipment.
• Experience in labour-intensive construction methods and community engagement, including appointment of Community Liaison Officers.
• Knowledge of environmental management, safety standards, and traffic control procedures.
• Ability to prepare work programmes, technical reports, and quality control documentation.
• Financial stability and compliance with tax and legal requirements, including registration on the Central Supplier Database and valid tax clearance.
