Objectives

The primary objective of this tender is to establish a panel of qualified and experienced occupational health professionals to provide medical services to Okhahlamba Local Municipality employees over a period of three years. The services aim to ensure compliance with national, provincial, and municipal legislations related to occupational health and safety, including conducting medical examinations, medical surveillance, employee assistance programs, and related health services.

Scope

The scope of work includes:

• Recruitment of doctors to service municipal employees in accordance with legal requirements.
• Conducting medical examinations, including pre-employment, periodic, post-injury/illness, exit medicals, and pension fund forms.
• Performing medical surveillance based on risk assessments related to specific job requirements.
• Providing employee assistance programs (EAP) through medical practitioners, radiologists, psychologists, and general practitioners.
• Ensuring availability of fully equipped mobile clinics for medical examinations, including X-rays.
• Maintaining employee medical files securely onsite.

Technical Requirements

The technical requirements specify that the service provider must:

• Employ medical professionals including medical doctors, radiologists, psychologists, and general practitioners practicing within the district.
• Ensure all medical examinations are conducted in compliance with occupational health standards and legal provisions.
• Provide a mobile clinic facility capable of conducting all required medical assessments, including X-rays.
• Assist with medical forms for pension funds and exit medical examinations.
• Implement clinical governance to improve standards and reduce risks of negligence claims.
• Ensure all employees have secure medical files stored onsite.

Skills Requirements

The skills and qualifications required from the service provider include:

• Possession of a valid MBChB degree or equivalent recognized medical qualification in South Africa.
• Postgraduate diploma in Occupational Health and Safety (preferred).
• Basic or advanced life support or trauma management certification.
• Dispensing license and proof of registration with the Health Professions Council of South Africa (HPCSA).
• More than 5 years of experience in occupational health services.
• Demonstrable experience in executing occupational health scope of work, supported by references.
• Ability to provide comprehensive medical surveillance, employee assistance programs, and emergency medical services.
• Capacity to operate mobile clinics and maintain secure medical records.
