Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of delivering integrated, strategic, and responsive public relations, media, communication, and publication services on an as-and-when-required basis. The aim is to enhance CETA’s visibility, credibility, stakeholder engagement, and public awareness of its programs and mandate through effective communication and reputation management.

Scope

The scope encompasses the appointment of a panel of service providers to deliver a wide range of integrated public relations and communication services, including but not limited to:

• Content development and thought leadership (articles, speeches, media statements, newsletters)
• Media relations and communication support
• Media buying and advertising
• Stakeholder and reputation management
• Media monitoring and reporting
• Design, layout, and printing of publications
• Publication and strategic document production
• General PR, stakeholder, and reputation management services as required

Technical Requirements

The technical requirements include:

• Provision of a team with relevant qualifications and experience in public relations, communications, media, stakeholder engagement, and multimedia production
• Demonstration of experience in content creation for various media (press, social, multimedia)
• Submission of a media monitoring tool demonstration showcasing tracking, sentiment analysis, analytics, and reporting capabilities
• Provision of testimonials and references confirming successful project delivery within the last 5 years
• Development of strategic communication methodologies and approaches
• Adherence to project timelines and quality standards

Skills Requirements

The skills and expertise required from bidders include:

• Qualified professionals in Public Relations, Communications, Journalism, Marketing, Media Studies, Advertising, Public Affairs, and Stakeholder Relations
• Experience in media relations, reputation management, stakeholder engagement, and publication production
• Multimedia and digital communication skills, including multimedia content creation and digital media management
• Proficiency in media monitoring tools with analytics, sentiment analysis, and reporting features
• Strong strategic thinking, content development, and project management skills
• Ability to demonstrate previous successful engagements with high-profile public entities
