Objectives

The primary objective of this tender is to establish a Panel of qualified and experienced security service providers capable of delivering security services to BCMDA on an as-and-when-required basis over a period of three (3) years. The panel aims to ensure the provision of competent, PSIRA-compliant security personnel and related security services to safeguard BCMDA’s assets, infrastructure, and personnel.

Scope

The scope of work includes, but is not limited to:

• Provision of trained and PSIRA-compliant security personnel for various roles such as security officers, supervisors, site managers, and armed response personnel.
• Protection of BCMDA facilities, infrastructure sites, and active construction sites.
• Participation in site inductions and adherence to site-specific security protocols.
• Operation of control rooms and communication systems to coordinate security activities.
• Provision of uniforms, operational equipment, vehicles, firearms, and other necessary resources.
• Maintenance of confidentiality and information security related to BCMDA.
• Services will be allocated based on operational requirements, performance, and budget, without guaranteed work allocation.

Technical Requirements

The technical requirements for bidders include:

• Registration on the National Treasury’s Central Supplier Database (CSD) with proof of registration or supplier number reflected in the proposal.
• Compliance with PSIRA registration and licensing for security personnel and firearms.
• Provision of all uniforms and operational equipment at the bidder’s cost.
• Availability of a control room capable of coordinating security operations.
• Adherence to confidentiality and information security protocols.
• Mandatory submission of documents demonstrating experience in providing security services within the last 5 years, with a minimum combined project value of R3 million.
• Provision of CVs, proof of vehicle ownership, firearm licenses, and relevant certificates for key personnel and resources.
• Compliance with mandatory requirements such as PSIRA, firearm, insurance, and labor compliance.

Skills Requirements

The skills and qualifications required from bidders include:

• Demonstrated experience in security service provision, supported by reference letters and appointment letters.
• Qualified key personnel, including a Site Manager registered with PSIRA at Grade A, with relevant experience and qualifications.
• Availability of security guards registered with PSIRA, with specified grades and competencies.
• Provision of firearms licenses and proof of firearm ownership for armed response personnel.
• Ability to operate control rooms and communication systems effectively.
• Capacity to provide vehicles, uniforms, and operational equipment as per the scope.
• Understanding of confidentiality, security protocols, and operational standards required by BCMDA.
