Objectives

The primary objective of this tender is to establish a panel of qualified and experienced service providers to deliver Environmental Impact Assessment (EIA) and related environmental services for Ingquza Hill Local Municipality over a period of 36 months. The goal is to ensure effective environmental management, licensing, and ecological reporting aligned with relevant legislation and regulations.

Scope

The scope includes:

• Provision of environmental impact assessments and basic assessments.
• Preparation and submission of environmental licenses and reports.
• Public participation processes as per EIA regulations.
• Development of ecological reports and environmental documentation.
• Engagement with the Eastern Cape Department of Economic Development, Environmental Affairs, and Tourism (DEDEAT).
• Supporting projects such as environmental licensing, ecological studies, and compliance documentation.

Technical Requirements

The technical requirements for service providers include:

• Demonstrated capacity and expertise in conducting EIAs, with at least 6 years post-registration experience for project leaders and 4-5 years for team members.
• Provision of postgraduate qualifications in Environmental Management or related fields, CVs, and proof of registration with EAPASA.
• Experience with at least three similar projects in the public sector, including roads, landfills, policies, or strategies, with contactable references.
• Development of a comprehensive methodology and approach, including project planning, reporting timelines, and environmental authorization processes.
• Compliance with relevant legislation such as the National Environmental Management Act, Coastal Management Act, and other environmental regulations.
• Provision of proof of accreditation with EAPASA and professional registration certificates.

Skills Requirements

Applicants must possess:

• Postgraduate qualifications in Environmental Management or related disciplines.
• At least 6 years of relevant experience in conducting EIAs, with a proven track record in the public sector.
• Experience in public participation processes and environmental licensing procedures.
• Strong project management skills, including methodology development, reporting, and stakeholder engagement.
• Professional registration with EAPASA and relevant environmental accreditation.
• Ability to develop and implement environmental management plans and ecological reports.
