Objectives

The primary objective of this tender is to establish a panel of qualified legal service providers who will render professional legal services to Zululand District Municipality over a period of thirty-six (36) months. The appointed providers will support the municipality in various legal matters, ensuring compliance with relevant laws and regulations, and providing expert legal advice and representation as required.

Scope

The scope of work includes, but is not limited to:

• Litigation and legal representation
• Legal advisory services
• Drafting and reviewing contracts
• Labour and employment law matters
• Commercial and corporate law
• Regulatory compliance
• Debt recovery
• Conveyancing
• Other specialized legal services as required by the municipality

The panel will provide these services on an as-needed basis, supporting the municipality in legal processes, ensuring legal compliance, and managing legal risks.

Technical Requirements

To be considered responsive, bidders must:

• Complete and submit all returnable documents, including company profile, practice certificates, and references
• Demonstrate at least 10 years of relevant legal practice experience
• Provide proof of registration with the Legal Practice Council (LPC)
• Attach a recent comprehensive methodology and implementation plan for legal service delivery
• Meet minimum scores of 70 points in the evaluation criteria, including responsiveness, experience, and methodology
• Provide valid certificates such as tax clearance, municipal compliance, and company registration
• Ensure compliance with the specified evaluation and eligibility criteria

Skills Requirements

Successful bidders must possess the following skills and qualifications:

• Degree in Law (LLB or higher) and registration with the Legal Practice Council (LPC)
• Admitted attorneys or advocates with relevant practicing certificates
• Minimum of 3-10 years of legal practice experience, depending on the key personnel
• Proven experience in legal advisory, litigation, contract drafting, and review
• Ability to demonstrate a clear understanding of legal services, organizational needs, and service delivery frameworks
• Strong methodology and implementation plans for legal service management
• Effective communication, reporting, and conflict management skills
• Capacity to work within stipulated timeframes and deliver quality legal services on an as-needed basis
