Objectives

The primary objective of this tender is to establish a panel of qualified security service providers to safeguard the Department of Public Works & Infrastructure's properties in the Northern Cape Province. The services aim to ensure the protection of assets, personnel, and information on a 24/7 basis, including during weekends and public holidays. The appointed providers will also be responsible for access control, security inspections, incident reporting, and emergency assistance, with the overall goal of maintaining a secure environment for state properties.

Scope

The scope of work includes:

• Provision of security guards and supervisors with specified PSIRA certifications.
• 24/7 safeguarding of state-owned properties, assets, and personnel.
• Access and egress control outside regular hours, weekends, and public holidays.
• Conducting security inspections inside and outside properties.
• Assisting during emergencies and reporting incidents.
• Monitoring movement, searching persons, vehicles, and goods.
• Preparing and submitting weekly technical site reports.
• Responding promptly to security requests within 24 hours.
• Rotational allocation of work and adherence to service level agreements.

Technical Requirements

The technical specifications include:

• Experience in security projects valued at R100,000 and above, supported by appointment letters and completion certificates.
• Qualified security supervisors with minimum 3-5 years of experience and Grade B PSIRA certification.
• Security guards with Grade C PSIRA certification.
• Provision of security aids such as batons, handcuffs, torches, radios, and other equipment.
• Compliance with internal security policies, proper documentation, and regular inspections.
• Security officers must be physically fit, well-presented, and capable of effective communication in English and one additional language.
• Adherence to all statutory and regulatory requirements, including registration with PSIRA and compliance with the Private Security Industry Regulation Act.
• Provision of necessary statutory documents such as PSIRA registration, COIDA, UIF, and proof of insurance.

Skills Requirements

The tender stipulates that successful bidders must demonstrate:

• Proven experience in security services, supported by relevant appointment and completion certificates.
• Qualified supervisory personnel with at least Grade B PSIRA certification and extensive security experience.
• Security guards with Grade C PSIRA certification, trained and capable of performing access control, patrols, and incident reporting.
• Ability to respond swiftly to security requests and emergencies within 24 hours.
• Strong communication skills, physical fitness, and professional appearance.
• Compliance with all statutory security industry regulations and internal security policies.
