Objectives

The primary objective of this tender is to establish a panel of qualified suppliers for the provision of fuel and related petroleum products to Vhembe District Municipality over a period of 36 months (3 years). The suppliers are expected to support the municipality in ensuring sustainable availability of fuel for various operational needs, including generators, machinery, and water schemes, while complying with industry regulations and supporting local economic transformation.

Scope

The scope encompasses the supply and delivery of various petroleum products including diesel, unleaded petrol (93 and 95 octane), engine oils, hydraulic oils, grease, brake fluid, transmission oils, and other related lubricants and consumables. The contract covers:

• Provision of fuel and oils as per specified quantities and quality standards.
• Delivery of products to designated sites within the municipality’s operational areas.
• Support for long-term stock management and uninterrupted supply.
• Compliance with legal, safety, and environmental regulations for fuel transportation and storage.
• Pricing adjustments aligned with government-regulated fuel prices and exchange rate fluctuations.

Technical Requirements

Suppliers must demonstrate the ability to meet the following technical standards:

• Provision of top-quality diesel ( sulphur grade 50 ppm) and unleaded petrol (93 and 95 octane).
• Availability of valid licenses to operate and sell fuel, including wholesale licenses issued by the Department of Mineral Resources and Energy.
• Own fleet of fuel trucks that meet operational licensing requirements, with valid licenses for transportation of dangerous goods.
• Development and implementation of delivery and dispensing procedures at each bulk fuel installation.
• Effective stock management to ensure continuous supply and reporting of stock levels weekly.
• Pricing aligned with government-regulated rates, with provisions for price adjustments based on official indices and exchange rates.
• Compliance with safety, health, and environmental standards for fuel handling and transportation.

Skills and Experience Requirements

Applicants must possess:

• Proven experience in supplying and delivering petroleum products to municipal or similar public sector entities, supported by references and proof of relevant projects (15 points per project).
• Valid wholesale fuel license issued by the Department of Mineral Resources and Energy.
• Operational capacity including own fleet of licensed fuel trucks and storage facilities.
• Financial capacity to support large-scale fuel procurement, demonstrated through bank undertakings or proof of self-funding capabilities (scores based on the value of overdraft or company financials).
• Legal compliance with industry regulations and safety standards.
• Ability to support sustainable local economic transformation, including HDI, youth, women, and persons with disabilities, with appropriate proof.

Additional skills include the ability to develop and adhere to delivery procedures, stock management, and reporting, as well as the capacity to adjust prices in line with government regulations and exchange rate fluctuations.
