Objectives

The primary objective of this tender is to establish a panel of suppliers for the supply and delivery of mini-substations over a period of three (3) years, on an as-and-when-required basis, to support municipal infrastructure needs within Matjhabeng. The initiative aims to ensure timely, cost-effective, and reliable procurement of mini-substations to meet the municipality's electrical distribution requirements.

Scope

The scope encompasses:

• Supply and delivery of various mini-substation units, including 315kVA, 500kVA, and 630kVA configurations, with specified voltage ratings (6.6kV/400V and 11kV/400V).
• Provision of panels with specified features such as isolators, cable test facilities, transformer fuse isolators, and circuit breakers with defined current ratings and fault levels.
• Delivery to multiple municipal sites within the Matjhabeng area as required over the contract period.
• Participation in a panel arrangement where multiple suppliers may be appointed to provide quotations as needed.
• Work to be executed in accordance with technical specifications, relevant legislation, and municipal requirements.

Technical Requirements

The technical specifications for the mini-substations include:

• Units must be capable of 315kVA, 500kVA, or 630kVA ratings, with appropriate voltage configurations (6.6kV and 11kV).
• Inclusion of 2 isolators with cable test facilities and transformer fuse isolators on both HT and LT sides.
• Provision of main breakers with specified current ratings (e.g., 300-630A, 500-1000A) and fault levels (e.g., 35kA, 50kA, 85kA).
• Units must be supplied with BBO units on LT sides where specified.
• Delivery within 21 calendar days of each request, with the ability to store equipment until delivery.
• Compliance with all relevant standards, legislation, and municipal specifications.

Skills and Qualifications Requirements

Applicants must demonstrate:

• Proven experience in the supply and delivery of mini-substations or similar electrical infrastructure equipment.
• Technical capacity to supply units that meet detailed specifications, including appropriate ratings and features.
• Ownership or leasing of suitable vehicles (e.g., Light Duty Vehicles) for transportation, with valid registration and licenses.
• Ability to provide technical support, installation supervision, and commissioning services if required.
• Compliance with legal and regulatory requirements, including CIDB registration, tax clearance, and municipal account status.
• Capacity to respond promptly to requests within the specified delivery timeframe.
• Provision of relevant documentation such as joint venture agreements (if applicable), certificates of compliance, and proof of financial capacity.
