Objectives

The primary objective of this tender is to establish a panel of three (3) service providers responsible for the supply and delivery of bitumen material for a period of two (2) years. Additionally, the tender aims to select qualified providers for the supply of aggregate, shearing services, and concrete products, supporting various infrastructure and construction needs within the municipality.

Scope

The scope of the tender includes the following:

• Supply and delivery of bitumen material for two years.
• Supply and delivery of aggregate material for two years.
• Provision of shearing services in Mthatha town.
• Supply of concrete products for a period of two years.
• Internal audit services for a period of three years, as needed.

Additional related services and products may be included as per the detailed specifications in the tender documents.

Technical Requirements

Bid submissions must meet the following technical requirements:

• Bidder must be accredited and compliant with CIDB grading criteria where applicable.
• All bids must be sealed, clearly marked with the SCM number and project name, and submitted in the designated tender box.
• Bid documents can be downloaded free of charge from the specified websites.
• Bidder must declare any companies involved in the bid and complete all relevant forms, including MBD 4 and MBD 5 for offers exceeding R10 million.
• Latest municipal rates statement (not older than three months) must be submitted, or a valid lease agreement if operating on leased property.
• All alterations in prices must be signed; use of Tipp-Ex is prohibited.
• Bid prices must be comprehensive and match the total cost based on rates provided; failure to do so will render the bid non-responsive.
• Bid submissions must be made before the closing date and time, and late, incomplete, or electronically submitted bids will not be accepted.
• Evaluation will be based on compliance, functionality (minimum threshold of 70 points out of 100), and the criteria set out in the PPPFA framework.
• All queries must be submitted via email at least five working days before the closing date; no queries will be entertained after this period.
• Bid validity period is 90 days from the closing date.
