The primary objective is to establish a multidisciplinary panel of qualified town and regional planning consultants for a 36-month period. Scope of Services

Appointed consultants will provide comprehensive professional planning services, including but not limited to:

  • Municipal & Strategic Planning: Preparation, review, and amendment of Spatial Development Frameworks (SDFs), Local Spatial Development Frameworks (LSDFs), precinct plans, urban design frameworks, and sector plans. Includes alignment with Integrated Development Plans (IDPs), stakeholder consultation, and GIS-based spatial analysis.
  • Master Planning & Development Frameworks: Layout planning and concept formulation for office parks, industrial zones, residential developments, mixed-use areas, and tourism nodes. Includes infrastructure coordination, land capability assessments, and environmental integration.
  • Feasibility Studies & Investment Packaging: Pre-feasibility and bankable feasibility studies, market analysis, financial modelling, socio-economic impact assessments, risk mitigation, PPP structuring, and preparation of investor-ready documentation.
  • Land Development Applications: Township establishment, subdivisions, consolidations, rezoning, consent uses, and removal of restrictive conditions. Includes representation before the Municipal Planning Tribunal (MPT) and preparation of motivation reports.
  • Property Development & Advisory: Identification and packaging of municipal land, development strategy formulation, land audits, highest-and-best-use analysis, and advisory on land disposal, acquisition, phasing, and urban regeneration.
  • Project Design Support & Costing: Concept design coordination, bulk infrastructure assessments, preliminary costing, capital expenditure estimation, and scheduling with engineers, architects, and quantity surveyors.
  • Enforcement & Compliance: Investigation and audit of illegal land uses, compliance assessments, enforcement reporting, legal compliance advisory, and court preparation support.
  • Conveyancing & Land Transactions: Advisory on municipal land transfers, due diligence, title deed analysis, tenure regularisation, and property registration support.
  • Property Evaluation & Viability: Market-based valuations, development yield calculations, comparative land value assessments, residual land value analysis, and investment return modelling.

All deliverables must be submitted in both hard copy and editable electronic formats, including inception reports, detailed project plans, draft/final reports, spatial/GIS outputs, feasibility reports, financial models, public participation reports, and council-ready documentation.

Technical Requirements

  • Bidders must be registered on the Central Supplier Database (CSD) and the municipality’s supplier database.
  • Tax compliance is mandatory, requiring a valid SARS PIN or Tax Clearance Certificate.
  • Municipal rates and taxes must not be in arrears for more than 90 days.
  • B-BBEE status must be verified using an accredited SANAS certificate or sworn affidavit to claim preference points.

    • Civil Engineer (Degree with ECSA registration or Diploma)
    • Economist/Economic Developer (Degree with EDCSA registration or Diploma)
    • Environmental Specialist (Registered Environmental Assessment Practitioner)
    • Land Surveyor (Registered with SAGI/SAGC or Degree holder)
    • Property Valuer (Registered with SACPVP)
  • Company Experience: Minimum of one (1) relevant town and regional planning project appointment letter required, with higher scoring for five or more completed projects.
