Objectives

The tender aims to establish a panel of two (02) service providers to supply and deliver shearing shed equipment for a period of three (03) years, with an option for one additional service provider. Additionally, the tender includes co-sourcing internal audit services for a period of three (03) years, and the procurement of various event management services for a period of two (02) years. The overarching goal is to ensure the provision of quality equipment, maintenance, and related services to support the municipality's operational needs over the specified periods.

Scope

The scope of the tender encompasses:

• Supply and delivery of shearing shed equipment for a three-year period.
• Provision of internal audit co-sourcing services in Mthatha town for three years, including management of internal audit functions.
• Event management services for various municipal events in Mthatha and surrounding areas for two years.
• Upgrade and maintenance of shearing shed equipment as required.

All services are to be performed within the specified locations, primarily in Mthatha and surrounding areas, with bids to be submitted accordingly.

Technical Requirements

The technical requirements include:

• Provision of shearing shed equipment that meets the municipality’s specifications and standards.
• Delivery of equipment within stipulated timelines.
• Maintenance and upgrade of equipment as needed during the contract period.
• Internal audit services involving co-sourcing, with responsibilities including internal audit planning, execution, and reporting.
• Event management services including planning, coordination, and execution of municipal events.
• Compliance with all relevant municipal, provincial, and national regulations and standards.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in supplying and delivering shearing shed equipment or similar agricultural/machinery equipment.
• Relevant CIDB grading of Level 6 or higher for projects exceeding R10 million, or appropriate grading for smaller projects.
• Experience in internal audit co-sourcing, with personnel knowledgeable in internal audit standards, policies, and legislation.
• Capability to manage and coordinate large-scale event management services, including logistics and stakeholder engagement.
• Compliance with municipal procurement policies and preferential procurement regulations.
• Ability to provide qualified personnel with skills in equipment maintenance, internal audit, and event management.
• Demonstrated capacity to meet technical specifications, delivery timelines, and quality standards.
