Objectives

The primary objective of this tender is to upgrade and surface the internal streets of Hillview Ward 1 within Sakhisizwe Local Municipality. The project aims to provide durable paving using interlocking block pavers, stormwater drainage, kerbing, and associated infrastructure to improve accessibility, safety, and service delivery for the community. The works will also promote local employment and targeted enterprise participation in line with socio-economic goals.

Scope

The scope includes the construction of approximately 1200 meters of paved internal streets with a width of 6 meters, incorporating:

• Surface paving with 80mm thick, 35 Mpa interlocking block pavers on a 25mm sand bedding.
• Stormwater drainage facilities, including dish drains, culverts, and headwalls.
• Kerbing, speed humps, subsoil drainage pipes, and stone pitching.
• Construction of road signs, speed humps, and related road infrastructure.
• Provision of temporary works, site establishment, and safety measures.
• Environmental management, community liaison, and local employment initiatives.

The project will be executed in accordance with SABS standards, the specifications outlined, and the drawings provided, with allowances for variations and site-specific conditions.

Technical Requirements

• Construction in accordance with SABS 1200 series standards for general, earthworks, paving, stormwater, and ancillary works.
• Use of approved materials, including concrete blocks, pipes, geotextiles, and bedding materials, meeting specified standards.
• Implementation of health and safety regulations as per Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2003.
• Provision of detailed setting out, site establishment, and environmental management plans.
• Adherence to approved drawings, with provisions for amendments and additional drawings during construction.
• Measurement and payment based on re-measurement, fixed, value-related, and time-related items, with clear procedures for progress and final payments.
• Compliance with environmental, safety, and community liaison requirements, including targeted enterprise and local employment participation.

Skills and Competency Requirements

• Contractors must hold a CIDB contractor grading of 5 CE or higher, demonstrating capacity for projects exceeding R50 million.
• Qualified and experienced personnel, including a Contracts Manager, Site Agent, Foreman, and Occupational Health and Safety Officer, with relevant certifications and CVs.
• Proven experience in similar civil engineering projects, including road construction, paving, stormwater drainage, and earthworks, supported by appointment letters and completion certificates.
• Ownership or hire of appropriate construction plant and equipment, with proof of ownership or hire agreements.
• Financial capacity demonstrated through bank ratings and proof of adequate liquidity (minimum R2 million).
• Adherence to health and safety regulations, with qualified safety officers and documented safety plans.
• Ability to manage environmental and community engagement requirements, including targeted enterprise participation and local employment.
• Capacity to execute the scope within the specified contract duration of 7 months, with effective project management and supervision skills.
