Objectives

The primary objective of this tender is to solicit quotations from qualified service providers to deliver payroll services for the KwaZulu-Natal Growth Fund Agency (KZNGFA). The goal is to ensure efficient, accurate, and compliant payroll processing for approximately 50 employees, supporting the agency's mandate to promote economic development and job creation within KwaZulu-Natal.

Scope

The scope of work includes providing payroll services that cover the following:

• Processing of EMP501 submissions
• Preparation and issuance of IRP5 tax certificates

The services are required for a contract duration of 12 months, with the current headcount on the payroll being approximately 50 employees, all paid monthly. The service provider must be accredited and registered as a partner with SAGE, specifically for SAGE 300 People and SAGE Premier HR.

Technical Requirements

• Accreditation as a SAGE partner with proof of registration (letter, certificate, etc.)
• Provision of a detailed company profile demonstrating experience and compliance
• Submission of all mandatory documentation including SBD forms, registration on the National Treasury Central Supplier Database, and SARS tax compliance status
• Ability to deliver accurate payroll processing, EMP501 submissions, and IRP5 certificates
• Adherence to ethical business practices and compliance with procurement policies

Skills Requirements

• Proven experience in payroll processing and related services
• Minimum of 5 years relevant experience in payroll management
• Qualified project leader or lead consultant with a project management certificate and relevant experience
• Capability to provide references relevant to payroll services
• Strong understanding of SAGE payroll systems and compliance requirements
• Ability to deliver high-quality services efficiently and ethically
