Objectives

The primary objective of the tender is to upgrade the PE National Fire Services infrastructure and equipment by constructing a new fire building at the Port Elizabeth port. The project aims to address operational constraints, improve firefighting capabilities, ensure compliance with safety and environmental standards, and provide a modern, functional facility for the Fire Services Department within the port.

Additional objectives include ensuring the project is completed on time, minimizing disruptions to port operations, and achieving high standards of quality, safety, and environmental management throughout the construction process.

Scope

The scope of work encompasses the construction of a new fire building with associated civil, structural, mechanical, electrical, control, instrumentation, and security systems. Key elements include:

• Site clearance and earthworks, including excavation, backfilling, and compaction.
• Construction of the fire station building, including foundations, walls, roofing, and finishes.
• Installation of fire suppression and detection systems, including FK-5-1-12 gas suppression, fire detection, and alarm systems.
• Provision of potable and hot water reticulation systems, including pumps, tanks, and piping.
• Electrical infrastructure, including power supply, lighting, distribution boards, and backup generators.
• Security systems such as CCTV, access control, and public address systems.
• Installation of lifts, HVAC systems, and other mechanical plant.
• Compliance with relevant standards, codes, and safety regulations.

Technical Requirements

The technical requirements specify adherence to applicable standards, including:

• SANS 1200 series for earthworks, concrete, and roadworks.
• SANS 10142-1 for electrical installations.
• SANS 10400 series for building regulations and fire safety.
• ISO 9001:2015 for quality management systems.
• SANS 14520-5 for fire detection and alarm systems.
• SANS 1083 for aggregates and concrete materials.
• SANS 62305 for lightning protection.
• Other relevant standards for plumbing, HVAC, security, and mechanical systems.

All plant, materials, and systems must meet the specified standards, be new, and be approved by the Employer’s Engineer prior to installation. The gas suppression system must be computer-simulated and verified by an FK-5-1-12 provider. Electrical and mechanical systems must be tested, commissioned, and handed over with proper documentation and certificates.

Skills Requirements

• Qualified and experienced civil, structural, electrical, mechanical, and control engineers registered with relevant professional bodies (e.g., ECSA, SACPCMP).
• Certified specialists for fire suppression, detection, HVAC, electrical, and security systems.
• Project management personnel with experience in port infrastructure projects, capable of developing and maintaining detailed schedules (CPM/MS Project).
• Environmental officers with at least 3 years’ relevant experience and qualifications in environmental management.
• Health and safety officers with SACPCMP registration and a minimum of 3 years’ construction safety experience.
• Quality assurance personnel familiar with ISO 9001:2015 standards and capable of developing and implementing quality control plans.
• Skilled tradespeople, including electricians, plumbers, HVAC technicians, and welders, certified and experienced in port and industrial environments.
• Contractors and suppliers with proven track record in delivering similar infrastructure projects, compliant with all standards and regulations.
