Objectives

The primary objective of this tender is to procure services for sampling and particle size analysis of pulverized fuel (PF) on Units 1 to 6 at Duvha Power Station over a period of three (3) years. The work aims to ensure that the mills operate within acceptable performance standards and comply with the Fossil Fuel Fired Regulation (FFFR) to guarantee safety, efficiency, and reliability of the boiler plant.

Scope

The scope of work includes:

• Sampling and particle size analysis of pulverized fuel on Units 1 to 6 at Duvha Power Station.
• Sampling to be conducted on five operational units, with each unit having six mills.
• Sampling frequency: approximately every three months and as required, with adjustments based on available mills and payment terms.
• Conducting comprehensive hazard identification and risk assessment (HIRA) related to sampling activities.
• Preparation of final reports, including stack pressure and temperature measurements at the dust monitor.
• Ensuring sampling and analysis are performed in accordance with relevant regulations and standards, notably FFFR and ISO 9001.

Technical Requirements

The technical requirements include:

• Adherence to the sampling procedures and particle size analysis standards specified by Eskom and regulatory bodies.
• Use of appropriate sampling equipment capable of handling feeder tonnages of approximately 45 tons per hour.
• Timely reporting: turnaround time of one week from the date of sampling.
• Provision of a comprehensive risk assessment (HIRA) prior to commencing sampling activities.
• Compliance with safety and environmental regulations, including hazard elimination or mitigation measures.
• Proper documentation and submission of reports and certificates to Eskom’s Contract Manager.

Skills Requirements

The skills and qualifications required for personnel involved in this tender include:

• Experience in pulverized fuel sampling and particle size analysis.
• Knowledge of FFFR regulations and relevant standards such as ISO 9001.
• Ability to conduct hazard identification and risk assessments (HIRA).
• Technical proficiency in operating sampling equipment and interpreting analysis results.
• Capability to prepare detailed reports and communicate findings effectively.
