Objectives

The primary objective of this tender is to procure services for physical guarding and tactical response with a response team at Kriel Power Station, which is designated as a National Key Point (NKP) and includes non-NKP sites. The contract aims to ensure the security, safety, and operational integrity of Eskom’s assets over a period of five years, with a focus on transformation, local content, skills development, and compliance with Eskom’s safety, health, environment, and quality standards.

Scope

The scope of work encompasses:

• Provision of physical guarding services at Kriel Power Station and associated sites.
• Deployment of tactical and response teams for security incidents.
• Adherence to Eskom’s SHE (Safety, Health, Environment) requirements.
• Implementation of transformation and B-BBEE (Broad-Based Black Economic Empowerment) initiatives.
• Skills development programs targeting unemployed candidates across South Africa.
• Monitoring, reporting, and compliance with contractual and legislative obligations.

Technical Requirements

The technical requirements include:

• Compliance with Eskom’s SHE standards, Occupational Health and Safety Act, Mine Health and Safety Act, and Environmental laws.
• Provision of security personnel trained and equipped to meet Eskom’s security standards.
• Deployment of response teams capable of tactical intervention and rapid response.
• Adherence to local content thresholds, specifically 60% for designated commodities like two-way radios.
• Implementation of a B-BBEE improvement or retention plan within 30 days of contract signing.
• Provision of detailed proposals on local procurement, employment creation, and skills development.
• Submission of compliance reports and participation in monitoring and evaluation processes.

Skills Requirements

The skills requirements focus on developing critical and scarce skills in the security and related sectors, including:

• Entry-level security personnel (e.g., Grade B, N2/Grade A) trained to Eskom standards.
• Supervisory and management skills for security operations.
• Skills development initiatives targeting unemployed candidates from all provinces, aligned with high-demand occupations listed in government gazettes.
• Engagement with SETA-accredited training providers to facilitate skills training and development.
• Development of a skills development plan covering job creation, retention, and capacity building, with clear targets for employment of designated groups, especially black-owned enterprises.
