Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake plumbing repair and maintenance services at the HSRC Building in Pretoria CBD. The contractor will be responsible for performing both planned and corrective plumbing works, including emergency standby services, over a period of 12 months. The goal is to ensure the building's plumbing infrastructure remains functional, reliable, and compliant with relevant standards and regulations.

Scope

The scope of work includes:

• Carrying out planned and corrective plumbing maintenance on building components and infrastructure.
• Providing a 24-hour emergency standby service, Monday to Sunday, as required by HSRC.
• Performing tasks such as unblocking sewage pipes, servicing sewage pumps, and cleaning sewage pits monthly.
• Carrying out inspections, testing, and assessments, with proper documentation and reporting.
• Ensuring all work is performed during normal working hours unless emergency or urgent situations arise.
• Returning removed materials to HSRC unless otherwise specified.
• Adhering to safety protocols, including site access approval and safety inductions.

Technical Requirements

The technical requirements include:

• Compliance with standards such as SABS 0400, applicable Code of Practices, OHS Act 85 of 1993, and municipal regulations.
• Provision of detailed reports and service sheets for all inspections, tests, and repairs.
• Availability of qualified artisans with plumbing COC cards and proof of qualifications.
• Possession of CIDB grade 2SO or higher.
• Valid COIDA registration and Public Liability Insurance of at least R1,000,000.
• Company registration with PIRB and a minimum of two years in the plumbing industry.
• Provision of resumes for key staff members and proof of qualifications.
• Capacity to work on multiple sites simultaneously.
• Adherence to safety standards, including site access and safety induction compliance.

Skills Requirements

The contractor must demonstrate:

• Experience and expertise in plumbing services, supported by relevant reference letters (minimum of 3, not older than 5 years).
• Qualified personnel, including artisans with plumbing certificates or trade tests.
• Capacity to respond promptly to emergency, urgent, and non-urgent requests within specified response times:
• Emergency: within 3 hours
• Urgent: within 5 hours
• Non-Urgent: within 24 hours
• Ability to provide proactive maintenance, scheduled routines, and ad-hoc support.
• Provision of evidence such as photos before/during/after work, and proper documentation of all activities.
• Staff with appropriate qualifications, including PIRB registration and valid plumbing artisan certificates.
• Capacity to work efficiently across multiple sites and manage various maintenance tasks concurrently.
