Objectives

The primary objectives of this tender are to ensure the effective repair and patching of potholes on Nyala and Park Streets within Vryheid town, while adhering to safety, quality, environmental, and community standards. Specific aims include minimizing environmental impact, ensuring safety for workers and the public, promoting local economic participation, and delivering durable, compliant road repairs.

Scope

The scope encompasses:

• Repair and patching of potholes on Nyala and Park Streets, including excavation, backfilling, asphalt surfacing, crack sealing, and sealing of active cracks.
• Traffic accommodation and management during construction, including signage, flagging, and safety measures.
• Provision of site facilities, including contractor’s camp, water, power, and sanitation.
• Implementation of environmental management, safety, and health regulations as per specifications.
• Training and employment of local labor and small contractors, including structured and in-service training programs.
• Compliance with all relevant standards, regulations, and environmental and safety protocols.

Technical Requirements

The technical requirements include:

• Adherence to the Standard Specifications for Civil Engineering Construction (COLTO 1998), SANS standards, and the Employer’s project specifications.
• Measurement and payment based on detailed Bill of Quantities, with rates inclusive of all costs.
• Use of approved materials such as MC-30 bitumen, specified asphalt mixes, and standard construction practices.
• Implementation of quality assurance, testing, and inspection procedures, including process and acceptance controls.
• Proper site establishment, safety measures, and traffic management in accordance with the South African Road Traffic Signs Manual and Construction Regulations 2003.
• Environmental management measures to control soil disturbance, water quality, air quality, flora and fauna, and waste management.
• Compliance with occupational health and safety standards, including risk assessments, safety plans, and appointment of safety personnel.
• Provision of site facilities, security, and environmental monitoring as specified.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in road repair, patching, and asphalt surfacing, with references to similar projects completed within the last 10 years.
• Competence in using standard civil engineering materials, equipment, and techniques, including asphalt laying, crack sealing, and excavation.
• Qualified personnel, including site supervisors, safety officers, and skilled workers, with relevant certifications and experience.
• Knowledge of and ability to implement quality assurance, testing, and environmental management procedures.
• Capacity to manage traffic control, safety protocols, and community engagement effectively.
• Ability to train and employ local labor and small contractors, including structured training programs and in-service training.
• Compliance with all occupational health and safety regulations, including risk assessments and safety plans.
• Experience in environmental management, including soil, water, flora/fauna, and waste control measures.
