Objectives

The primary objective of this tender is to select preferred service providers capable of delivering various maintenance services for the Coega Development Corporation (CDC). The focus is on reactive, corrective, and preventive maintenance across multiple infrastructure systems including sewer pump stations, electrical reticulations (low and medium voltage), utilities management, specialized bulk water infrastructure, and other related services. The aim is to establish a 60-month service level agreement to ensure ongoing, high-quality maintenance and management of CDC assets, thereby supporting CDC’s socio-economic development goals and infrastructure development initiatives.

Scope

The scope encompasses:

• Preventative Planned Maintenance: Regular inspection and recording of pressure, suction, voltage readings; checking seals, non-return valves, tension on belts, pulley conditions, ultrasonic operation, valve functionality, pump operation, and general station cleanliness.
• Corrective Maintenance (Repairs): Responding to call-outs for repairs, remedial actions, and replacements on sewer pump stations, reticulations, distribution boards, and other electrical systems (low and medium voltage).
• Utilities Management: Innovative solutions for leak detection, accurate billing, upgrading metering systems to smart meters, and repairs on water metering and infrastructure.
• Specialized Bulk Water Infrastructure: Maintenance, remedial actions, and repairs on bulk water systems, reticulations, and installations.

The services are to be delivered in accordance with detailed technical specifications, safety standards, and legislative requirements, covering multiple service categories with specific CIDB grading requirements.

Technical Requirements

• CIDB Contractor Grading: Minimum grades of 4ME, 4EB, 4EB/EP, 4CE, or higher depending on the service category, with emerging contractors requiring lower grades and PE status not eligible.
• Experience & References: Proven track record with at least one reference letter per service category from projects completed within the last 7 years, demonstrating relevant experience and performance.
• Company Capabilities: Demonstration of company structure, resource planning, response times, and understanding of technical maintenance services.
• Compliance: Valid CIDB registration, tax compliance, CIPC registration, VAT registration, and adherence to legislation including OHS, PFMA, and environmental laws.
• Health & Safety: Development and implementation of Occupational Health, Safety, and Environmental Management Systems in line with CDC standards.
• Pricing & Costing: Submission of detailed pricing schedules covering labor rates, material mark-ups, safety provisions, and other disbursements.

Skills Requirements

• Technical Expertise: Skilled personnel with minimum 5 years’ experience in maintenance of water infrastructure, electrical systems, and civil works.
• Project Management: Ability to develop resource plans, response time strategies, and manage multiple service categories efficiently.
• Compliance & Safety: Knowledge of relevant legislation, safety standards, and environmental protocols.
• Communication & Reporting: Effective communication skills for reporting, documentation, and stakeholder engagement.
• Operational Capacity: Office establishments in relevant areas, adequate tools, and resources to deliver services promptly and effectively.
