Objectives

The primary objective of this tender is to appoint capable and competent service providers with proven experience to deliver various maintenance services for the Coega Development Corporation (CDC). These services include reactive and corrective maintenance for CDC-managed buildings and infrastructure within the Coega SEZ, including sewer pump stations, electrical reticulations, water systems, and other utilities, over a contractual period of 60 months. The aim is to ensure the effective management, maintenance, and upgrade of critical infrastructure to support CDC’s socio-economic development goals and operational excellence.

Scope

The scope of work encompasses a comprehensive range of maintenance services across multiple disciplines, including:

• Preventative Planned Maintenance: Recording pressure, suction, and voltage readings; inspecting seals, non-return valves, belts, pulleys, ultrasonic operation, valves, guards, floats, hours meters, engines, actuators, sluice gates; cleaning pump stations; lubricating parts; and testing operational functionality.
• Corrective Maintenance (Repairs): Responding to call-outs for repairs, remedial actions, replacements, and investigations on sewer pump stations, reticulations, distribution boards, and systems across low voltage, medium voltage, and specialized bulk water infrastructure.
• Electrical Reticulations Maintenance: Repairs and remedial actions on low and medium voltage reticulations, control and distribution boards, and systems.
• Utilities and Management Services: Innovative solutions for utility management, leak detection, smart metering upgrades, and repairs on metering systems and apparatus.
• Specialized Bulk Water Infrastructure: Repairs, remedial actions, and investigations on bulk water systems, reticulations, and installations.

The services also include responding to defects, providing remedial actions, and implementing upgrades as required within the specified infrastructure domains.

Technical Requirements

The technical requirements specify that bidders must:

• Hold a valid CIDB Contractor Grading designation as per the service categories listed (minimum grade 4ME for sewer pump stations, 4EB for electrical reticulations, etc.).
• Demonstrate relevant experience through reference letters, performance reports, and CVs of key personnel with at least 5 years’ experience.
• Provide proof of company registration, VAT registration, and compliance with all applicable legislation including the Occupational Health and Safety Act, BBBEE Act, and others.
• Develop Occupational Health, Safety, and Environmental Management Systems in line with CDC standards.
• Submit a comprehensive pricing schedule, including labor rates, material mark-up, and safety provisions.
• Ensure bid responsiveness by submitting all mandatory documentation, signed forms, and certifications.

Skills Requirements

• Proven technical expertise in maintenance and repair of sewer pump stations, electrical reticulations, water infrastructure, and utilities management systems.
• Experience in implementing innovative utility management solutions, leak detection, and smart metering upgrades.
• Ability to develop and implement Occupational Health, Safety, and Environmental Management Systems.
• Strong project management and response time capabilities to handle reactive maintenance call-outs efficiently.
• Qualified personnel with relevant trade certificates, academic qualifications, and extensive experience in infrastructure maintenance.
• Capacity to provide referenceable past performance on similar projects within the last 7 years.
