Objectives

The primary objective of this tender is to establish a panel of capable and reputable service providers to deliver various maintenance services for the Coega Development Corporation (CDC). These services include reactive and preventative maintenance across multiple disciplines such as structural engineering, electrical reticulations, civil works, and sewer pump stations, with the aim of ensuring the operational integrity, safety, and compliance of CDC-managed assets and infrastructure. The overarching goal is to secure a 60-month service level agreement that facilitates efficient, compliant, and high-quality maintenance support aligned with CDC’s socio-economic development mandate.

Scope

The scope encompasses a broad range of maintenance and engineering services, including but not limited to:

• Preventative Planned Maintenance: servicing sewer pump stations, electrical reticulations (low, medium, and high voltage), structural assessments, roads, and civil infrastructure.
• Corrective Maintenance: reactive repairs, remedial actions, replacements, and installations across sewer systems, electrical reticulations, structural components, and civil infrastructure.
• Structural Engineering Services: building data verification, on-site assessments, data analysis, technical reporting, and project guidance.
• Roads & Civil Works: repairs, crack investigations, water seepage remedial actions, and general civil infrastructure maintenance.
• Specialized Maintenance: electrical reticulations (low and medium voltage), sewer pump stations, and other infrastructure as specified.

The services are to be delivered in accordance with the specific requirements outlined in the tender documentation, including adherence to CIDB grading requirements and legislative compliance.

Technical Requirements

• CIDB Grading: Contractors must possess the specified CIDB grading for each service category (e.g., 4ME or higher for sewer pump stations, 4EB or higher for electrical reticulations, etc.).
• Experience & Track Record: Proven experience in similar maintenance projects, with references and performance reports from previous clients within the last 7 years.
• Professional Certification: Key personnel must have relevant qualifications, trade certificates, and a minimum of 5 years’ experience.
• Compliance & Legislation: Adherence to all relevant legislation including Occupational Health and Safety Act, PFMA, BBBEE regulations, and environmental laws.
• Service Level Agreement: A 60-month contractual framework with clear turnaround times, performance monitoring, and legal provisions.
• Reporting & Data Verification: On-site assessments, data collation, analysis, and professional reporting for structural and infrastructural assessments.
• Health & Safety: Development and implementation of Occupational Health, Safety, and Environmental Management Systems in line with CDC standards.

Skills Requirements

• Technical Expertise: Skilled personnel in structural engineering, electrical systems (low and medium voltage), civil works, and mechanical maintenance.
• Project Management: Ability to develop and manage maintenance schedules, respond promptly to call-outs, and deliver professional reports and recommendations.
• Data Analysis & Reporting: Competence in site assessments, data verification, calculations, and technical report compilation.
• Legislative & Regulatory Knowledge: Familiarity with South African legislation relevant to construction, safety, and environmental compliance.
• Communication & Coordination: Effective communication skills for liaising with CDC and other stakeholders, and for managing subcontractors or SMMEs.
• Environmental & Safety Management: Ability to develop and maintain Occupational Health, Safety, and Environmental systems in line with CDC norms.
