Objectives

The primary objective of this tender is to procure and renew Microsoft 365 Business Standard licenses for 160 users, ensuring continuity of service, system security, and compliance for the Umhlabuyalingana Local Municipality. The goal is to appoint a qualified, Microsoft-accredited service provider to supply, support, and manage the licenses over a 12-month period, maintaining the municipality’s existing Microsoft 365 environment.

Scope

The scope of work includes:

• Provision and renewal of Microsoft 365 Business Standard licenses for 160 users within the municipality’s existing tenant.
• Providing technical and user support throughout the license period, including account management, password resets, and activation issues.
• License management flexibility, allowing user account reassignments and addition of new users on a pro-rata basis with SCM approval.
• Support for core Microsoft 365 services such as Exchange Online, OneDrive for Business, SharePoint Online, Microsoft Teams, and Office applications.
• Ensuring compliance with Microsoft licensing agreements and providing periodic usage, allocation, and compliance reports.

Technical Requirements

The technical requirements specify that the service provider must:

• Be a Microsoft Partner with valid accreditation and partnership confirmation.
• Support the existing Microsoft 365 environment, including user account management and license provisioning.
• Assist with license renewal processes in accordance with Microsoft Partner and Licensing Agreement terms.
• Provide remote or on-site support as needed during the license term.
• Deliver periodic reports on license usage and compliance.
• Ensure the renewal process aligns with Microsoft licensing policies and supports additional user provisioning.

Skills Requirements

The bidder must demonstrate:

• Microsoft Partner accreditation and relevant experience in licensing, renewal, and support services for Microsoft 365, preferably within municipalities or public entities.
• Proven track record with similar projects, supported by reference letters and appointment letters.
• Technical expertise in Microsoft 365 administration, user account management, and license provisioning.
• Capability to provide ongoing support, including troubleshooting, user assistance, and license management.
• Ability to generate and interpret license usage and compliance reports periodically.
• Qualified personnel with relevant certifications and experience in Microsoft 365 support and administration, including support for core services like Exchange, SharePoint, Teams, and Office applications.
