Objectives

The primary objective of this tender is to procure a new building to serve as the KwaZulu Natal Regional Office for the National Health Laboratory Service (NHLS). The project aims to establish a compliant, accessible, and functional facility that meets all relevant building regulations, safety standards, and operational requirements to support NHLS activities.

Scope

The scope encompasses the design, construction, and delivery of a new building that complies with local and national building codes, including accessibility standards for persons with disabilities, electrical and plumbing regulations, parking provisions, and safety requirements. The building should accommodate approximately 60 staff members, support laboratory and administrative functions, and include necessary amenities such as parking bays, ablution facilities, and accessibility features. The scope also includes site preparation, compliance with environmental and safety standards, and post-construction documentation.

Technical Requirements

• Building must comply with the National Building Regulations and local council by-laws.
• Minimum gross floor area of 2000m² across any number of floors.
• Provision of accessible routes, including ramps, doorways, and toilet facilities for persons with disabilities, in accordance with SANS 10400 Part S.
• Parking: at least 50 open bays and covered/shaded bays as required, with specific dimensions and proximity to the building.
• Electrical systems must include power factor correction, lightning protection per SANS 10313, and comply with SANS 10142 standards.
• Provision of at least one passenger lift with wheelchair accessibility, and optional goods lift and backup power systems.
• Stairs with minimum width of 1200mm, designed for safe and efficient flow of staff and visitors.
• Provision of fire safety measures, including fire escapes, alarms, and extinguishers, compliant with SANS standards.
• Construction materials and finishes must meet South African National Standards (SANS) specifications.
• Site must be within 5-35 km radius from Durban CBD.
• All work must be completed in accordance with technical specifications outlined in Annexure A.

Skills and Skills Requirements

• Qualified architects, engineers, and construction professionals with experience in building government or healthcare facilities.
• Specialists in compliance with SANS standards, including electrical, plumbing, and accessibility standards.
• Project management team with proven track record in delivering similar projects on time and within budget.
• Environmental and safety compliance officers familiar with South African regulations.
• Technical personnel capable of conducting site inspections, quality assurance, and testing as per contractual and regulatory requirements.
• Consultants or subcontractors with expertise in accessibility design, electrical systems, and building safety.
