Objectives

The primary objectives of this tender are to appoint a qualified service provider to install supply lines and water reticulation systems for 770 stands at Ha-Sethunya. The project aims to ensure efficient water supply infrastructure development, promote labour-intensive construction methods, and facilitate skills transfer and capacity building within the local community.

Scope of Work

The scope encompasses the comprehensive installation of water supply infrastructure, including:

• Site establishment and preparation, including facilities for the engineer and contractor.
• Construction of earthworks such as pipe trenches and spoil management.
• Installation of medium-pressure pipelines, including various diameters and types (e.g., HDPE, uPVC).
• Bedding, backfilling, and pipe laying as per approved drawings and specifications.
• Construction of erf connections, including pre-paid water meters and associated fittings.
• Provision of ancillary works such as fire hydrants, valves, and associated pipework.
• Implementation of environmental management, health and safety measures, and community liaison activities.
• Site rehabilitation and environmental protection measures post-construction.

The project is situated in the Maluti-A-Phofung Municipality, Ha-Sethunya area, with access via existing roads, and involves coordination with local authorities and community engagement.

Technical Requirements

The technical requirements include:

• Compliance with CIDB grading of 7 CE or higher.
• Provision of a detailed construction programme, including work schedules, cash flows, and resource planning.
• Submission of company registration, CIDB registration, tax clearance, and B-BBEE certificates.
• Provision of a comprehensive health and safety plan, including risk assessments, training, and safety signage.
• Use of labour-intensive construction methods, with emphasis on community participation and local employment.
• Adherence to environmental management protocols, including pollution control, waste management, and protection of sensitive areas.
• Implementation of traffic management and safety measures during construction, including signage, barricades, and site access controls.
• Provision of all materials, plant, and equipment, with proper documentation and proof of ownership or lease agreements.
• Completion of all works in accordance with approved drawings, specifications, and standards (SANS 1200 series, CIDB, and relevant legislation).
• Environmental and social management, including alien vegetation removal, water and waste management, and protection of archaeological or sensitive sites.

All technical activities must comply with relevant standards, environmental regulations, and health and safety legislation, ensuring quality, safety, and environmental sustainability throughout the project lifecycle.
