Objectives

The primary objective of this tender is to procure a qualified service provider to undertake the repair, refurbishment, and upgrade of the Tshiame Wastewater Treatment Works (WWTW). The scope includes civil, mechanical, electrical, electronic, and structural works necessary to restore and enhance the functionality of the facility, ensuring compliance with environmental and safety standards, and supporting operational efficiency.

Scope

The scope encompasses comprehensive refurbishment activities across multiple components of the wastewater treatment plant, including:

• Civil works such as earthworks, tank demolitions, building refurbishments, fencing, and roadworks.
• Mechanical works including installation and repair of tanks, biofilters, clarifiers, pumps, mixers, and sludge handling systems.
• Electrical and electronic systems, including power supply, control panels, MCCs, instrumentation, telemetry, and security systems.
• Structural steelwork, piping, pipeline installation, and corrosion protection.
• Installation of new equipment such as flow meters, valves, flow control systems, and lighting.
• Provision of training, operational manuals, and maintenance support for a specified period.

Technical Requirements

The technical requirements specify adherence to relevant standards, including:

• Compliance with South African National Standards (SANS) and IEC standards for electrical, mechanical, and structural works.
• Installation of corrosion-protected steel and galvanised components.
• Provision of certified electrical and electronic control systems, including MCCs, PLCs, sensors, and telemetry.
• Implementation of environmental management plans, health and safety protocols, and security systems.
• Use of SANAS-accredited laboratories for testing and quality assurance.
• Design and construction of infrastructure to meet environmental regulations, including erosion protection and erosion control measures.
• Provision of detailed as-built drawings, operation & maintenance manuals, and training documentation.

Skills and Skills Requirements

The successful bidder must demonstrate the following skills and expertise:

• Proven experience in wastewater treatment plant refurbishment, including civil, mechanical, electrical, and electronic systems.
• Qualified engineers and technicians in civil, mechanical, electrical, and control systems, with relevant certifications.
• Capability to undertake complex earthworks, tank modifications, and structural repairs.
• Expertise in installing and commissioning control systems, PLCs, SCADA, and telemetry equipment.
• Experience in corrosion protection, steel fabrication, and pipeline installation.
• Ability to conduct testing, quality assurance, and compliance inspections using SANAS-accredited laboratories.
• Capacity to develop and implement environmental and safety management plans.
• Strong project management skills, including scheduling, coordination, and reporting.
• Provision of skilled personnel for training, operation, and maintenance support post-refurbishment.
