Objectives

The primary objective of the tender is to appoint a service provider to conduct an in-depth analysis of the first and second drafts, as well as the final versions, of the Annual Performance Plans (APPs) of national and provincial departments for the 2027/2028 financial year. The analysis aims to evaluate the responsiveness of these APPs to the priorities and rights of women, youth, and persons with disabilities (WYPD). Additionally, the service provider will produce comprehensive reports, presentations, and an improvement plan to support mainstreaming WYPD considerations across government planning processes.

Scope

• Analyze the first and second drafts of the APPs for all national and provincial departments.
• Develop individual departmental analysis reports.
• Finalize departmental reports incorporating inputs and recommendations.
• Create consolidated reports and PowerPoint presentations for national and provincial departments.
• Assess alignment with relevant frameworks such as MTDP, White Paper on the Rights of Persons with Disabilities, National Youth Policy, and others.
• Evaluate the inclusion of WYPD-specific indicators, targets, and resource allocations.
• Categorize APPs based on their gender sensitivity and responsiveness.
• Produce draft and final reports, including recommendations and an improvement plan.

Technical Requirements

The service provider must employ a mixed-methods approach (quantitative and qualitative analysis) to evaluate the APPs, focusing on:

• Alignment of APPs with key policies and frameworks related to WYPD.
• Presence and clarity of WYPD-specific indicators and targets.
• Budget allocations and mainstreaming of WYPD programs.
• Disaggregation of data by sex, age, and disability.
• Categorization of APPs as gender sensitive, gender blind, targeted, responsive, or transformative.

The analysis will include drafting narrative reports, consolidating findings, and developing presentations and an improvement plan for stakeholder engagement and approval.

Skills Requirements

• Experience in policy analysis, monitoring, and evaluation, particularly in government or public sector contexts.
• Strong analytical skills with the ability to interpret qualitative and quantitative data.
• Knowledge of gender mainstreaming, disability rights, youth policies, and related frameworks.
• Proficiency in report writing, presentation development, and stakeholder engagement.
• Ability to coordinate with government departments and facilitate technical discussions.
• Experience in developing improvement plans and providing strategic recommendations.
