Objectives

The primary objective of this tender is to procure a service provider capable of supplying and delivering Ebola-relevant Personal Protective Equipment (PPE). The goal is to ensure the availability of appropriate PPE to enhance safety measures related to Ebola, in accordance with specified standards and requirements.

Scope

The scope of the tender includes the supply and delivery of Ebola-relevant PPE items such as masks, suits, gloves, goggles, gowns, boots, caps, and hand sanitizers. The procurement covers the complete range of specified PPE items, including packaging, transportation, and delivery to the Border Management Authority (BMA) headquarters. The scope also encompasses compliance with technical standards, accreditation requirements, and delivery within the stipulated lead times.

Technical Requirements

• The PPE must include items such as N95 masks, disposable theatre suits, gloves, goggles, gowns, boots, caps, and over-shoes, with specified quantities per box or set.
• All PPE items must meet the standards specified in the bid documents and specifications, including compliance with health and safety regulations.
• The service provider must be accredited by the South African Health Products Regulatory Authority (SAHPRA) as a manufacturer, importer, exporter, distributor, or wholesaler of medical devices, with valid certification attached.
• Items such as hand sanitizers must contain a minimum of 70% alcohol content.
• Delivery must include all associated costs, and the provider must ensure proper packing to prevent damage during transit.
• All PPE must be new, unused, and of the most recent models, free from defects, and conform to the specified quality standards.
• Suppliers must provide warranties and be prepared for inspections, testing, and analyses as required.

Skills and Qualification Requirements

• The bidder must be accredited by SAHPRA for manufacturing, importing, exporting, distributing, or wholesaling medical devices.
• The bidder must demonstrate compliance with tax obligations, providing valid tax clearance certificates or SARS system PINs.
• The bidder should have experience in supplying PPE and related medical equipment, with proof of previous supply and accreditation.
• Bidder’s documentation must include a BBBEE certificate or affidavit, indicating ownership and empowerment status.
• The bidder must be capable of fulfilling delivery timelines, ensuring proper packaging, and providing after-sales support such as warranties and testing.
• Technical capacity to handle large-volume orders and compliance with health and safety standards is essential.
