Objectives

The primary objective of this tender is to procure professional architectural services for the design, planning, and management of Nkwezana Primary School in East London. The services aim to ensure the successful development of the school infrastructure in accordance with the project requirements, standards, and stakeholder expectations.

Scope

The scope of work includes:

• Provision of comprehensive architectural and principal agency consulting services as per the guidelines issued by SACAP and the Department of Public Works.
• Coordination with relevant professionals such as structural, civil, electrical, mechanical engineers, and quantity surveyors.
• Design development, documentation, procurement support, and contract administration for the school project.
• Engagement with local authorities and stakeholders, ensuring quality control and compliance throughout all project stages.
• Contributing to skills development and training during project execution.

Technical Requirements

The technical requirements include:

• Registration with the South African Council for the Architectural Profession (SACAP).
• Adherence to the South African Council for the Architectural Profession (SACAP) Guideline Professional Fees and the Department of Public Works' Rates for Reimbursable Expenses.
• Provision of professional indemnity insurance within 21 days of appointment.
• Completion of all phases of the project from inception to close-out, including design, documentation, procurement, and contract administration.
• Coordination with other engineering disciplines and service providers.
• Compliance with local by-laws, stakeholder involvement, and quality assurance processes.

Skills Requirements

The tenderer must demonstrate:

• Suitable experience and proven track record in delivering similar educational or public infrastructure projects within South Africa, particularly in the last five years.
• Qualified personnel including registered professional architects, technologists, or technicians, with proof of SACAP registration.
• Capability to manage multi-disciplinary teams and coordinate with other consultants effectively.
• Experience in project management, contract administration, and stakeholder engagement.
• Knowledge of local regulations, standards, and community engagement practices.
• Ability to contribute to skills development and capacity building during project execution.
