Objectives

The primary objective of this tender is to procure professional services for the execution of electronic traffic counting on the North West Provincial Roads within the districts of Dr Ruth Segomotso Mompati and Ngaka Modiri Molema. The counts are to be conducted on an as-and-when-required basis over a period of four years (48 months), with the aim of collecting accurate traffic data to support transportation planning and management.

Scope

The scope encompasses the following key activities:

• Execution of electronic traffic counts, including temporary and permanent counts at designated sites across specified districts.
• Data analysis, verification, and reporting of traffic volumes, classifications, and patterns.
• Monitoring and validation of data collected through automated systems, adhering to relevant standards and specifications.
• Provision of equipment, personnel, and technical expertise for traffic data collection over four years, with annual updates and reporting.
• Coordination of meetings and communication with the Department of Public Works and Roads.

Technical Requirements

The technical requirements include:

• Use of portable, battery-operated, multi-lane traffic counting equipment compliant with Draft TMH 3 and 8 standards.
• Execution of counts for various traffic scenarios: link counts with one or two lanes (with or without median), all other link counts, and permanent station counts.
• Counts to be conducted over a 7-day period for temporary counts and up to 365 days for permanent counts, with data submitted in prescribed formats.
• Implementation of quality assurance measures, including equipment calibration, data validation, and adherence to TMH 14 data formats.
• Provision of certified monitoring system equipment, with proof of certification and calibration certificates.
• Preparation of detailed work programs, progress reports, and data analysis in accordance with specified standards.

Skills Requirements

The tenderer must demonstrate:

• Experience in managing traffic counting projects, with a minimum of 3 years in similar scope and complexity.
• Qualified personnel, including a registered Professional Civil Engineer or Technologist as the Overall Project Manager, with at least 7 years of relevant experience in traffic assessment projects.
• Proven capability in operating and maintaining traffic monitoring systems, with certification from reputable bodies such as CSIR or equivalent.
• Capability to provide and calibrate traffic counting equipment, with supporting documentation and calibration certificates.
• Experience in data analysis, verification, and reporting, with a track record of delivering accurate and timely traffic data.
• Ability to coordinate meetings, prepare technical reports, and communicate effectively with the Department.
