Objectives

The primary objective of this tender is to procure security services for the merSETA Regional Office. This includes installing, monitoring, and maintaining an electronic alarm system, as well as providing trained and licensed physical security personnel to ensure the safety and security of the premises, employees, visitors, assets, and information. The security services aim to control access, prevent unauthorized entry, respond to security incidents, and maintain a safe working environment.

Scope

The scope of the tender encompasses:

• Installation, monitoring, and maintenance of an electronic alarm system at the merSETA Regional Office located in Witbank (eMalahleni), Mpumalanga.
• Provision of one qualified, trained, and PSIRA-registered security officer to perform guarding duties, including access control, visitor management, patrols, and incident response.
• Ensuring continuous security coverage during contracted hours, including relief personnel during absences.
• Responding to emergencies, fire incidents, and security threats in accordance with established procedures.
• Maintaining all security equipment and ensuring system functionality throughout the contract period.

Technical Requirements

The technical requirements include:

• Installation of a comprehensive alarm system capable of detecting unauthorized access and security breaches.
• Provision of security personnel with valid PSIRA registration, equipped with communication devices, metal detectors, torches, incident report forms, PPE, and other necessary equipment.
• Monitoring and maintaining the alarm system to ensure full operational status at all times.
• Responding promptly to security alerts and incidents.
• Providing relief security officers during staff absences to ensure uninterrupted security coverage.
• Adherence to the security procedures and emergency protocols of merSETA.

Skills Requirements

The skills and qualifications required for the security personnel include:

• Valid PSIRA registration and licensing.
• Experience in security guarding, access control, and incident management.
• Ability to operate security equipment such as two-way radios, metal detectors, and alarm systems.
• Training in emergency response, conflict resolution, and safety procedures.
• Professional conduct and good communication skills to interact with staff, visitors, and law enforcement authorities.
• Ability to prepare incident reports and maintain accurate security records.
