Objectives

The primary objective of this tender is to procure a qualified service provider to upgrade Charles Mopeli Stadium – Phase 2. The project aims to enhance the stadium's facilities and infrastructure in accordance with specified standards and requirements, ensuring improved safety, functionality, and compliance with relevant regulations.

Scope

The scope of work includes, but is not limited to:

• Provision of all necessary materials, labor, and equipment for upgrading the stadium facilities.
• Construction, renovation, and refurbishment of various stadium components such as seating, roofing, plumbing, electrical systems, flooring, walls, doors, windows, and related infrastructure.
• Implementation of external and internal works including fencing, paving, drainage, and landscaping.
• Installation of safety and security features, signage, and community participation facilities.
• Provision of ancillary services such as training, health and safety compliance, and community liaison activities.
• Testing, commissioning, and handover of completed works.

Technical Requirements

The technical requirements for the tender include:

• Compliance with the JBCC Preliminaries and Building Agreement standards, including adherence to the specified JBCC Code 2103 and related clauses.
• Minimum CIDB grading of 6 CE or higher.
• Provision of a valid Company Registration Certificate (CRC) reflecting active members, and registration with the Central Supplier Database (CSD) with all JV parties registered.
• Submission of a Tax Compliance Status (TCS) Certificate/Pin/CSD number for all parties involved in joint ventures or subcontracting.
• Proper indexing and sealing of bid documents, with clear indication of the bid reference number.
• Attendance at a mandatory briefing session scheduled for 05 September 2025 at 10h00.
• Payment of a non-refundable fee of R1,285.00 for tender documents, obtainable from the municipality’s offices.
• Application of the Municipal Supply Chain Management Policy and Preferential Procurement Policy Framework Act No 5 of 2000, with 80/20 points allocation system.
• Submission of all supplementary forms, including municipal rates and taxes clearance certificates, completed in full.
• Compliance with all relevant health, safety, environmental, and regulatory standards, including HIV/AIDS awareness, occupational health and safety regulations, and COVID-19 protocols.
• Provision of detailed technical documentation, including company profiles, project schedules, and management plans.
• Testing and commissioning of all systems and infrastructure upon completion.
