Objectives

The primary objective of this tender is to procure services to conduct a Stakeholder Perception Survey for the South African Weather Service (SAWS). The survey aims to assess stakeholder satisfaction regarding SAWS’ service delivery, corporate image, pricing, and performance, with a focus on understanding stakeholder needs, expectations, and perceptions to inform service improvement and stakeholder engagement strategies.

Scope

The scope includes designing and conducting a comprehensive stakeholder perception survey targeting various stakeholder groups, industries, and regions. The survey will evaluate aspects such as relevance, accessibility, timeliness, accuracy, credibility, packaging, user-friendliness, value for money, brand awareness, professionalism, and advocacy. Special emphasis is placed on Disaster Risk Reduction (DRR), people living with disabilities, and regional stakeholders. The service provider will also analyze survey data, prepare reports, and provide recommendations for enhancing stakeholder relations and service delivery.

Technical Requirements

• Design and implement survey tools and assessment methodologies aligned with SAWS’ objectives.
• Conduct the stakeholder perception survey across targeted groups, ensuring inclusivity and representation.
• Focus on specific evaluation criteria including relevance, accessibility, timeliness, accuracy, credibility, packaging, ambiguity, user-friendliness, value for money, brand awareness, professionalism, and advocacy.
• Incorporate standard measurement tools such as Low Stakeholder Management (LSM) metrics.
• Provide detailed analysis, statistical evaluation, and interpretation of survey results.
• Prepare comprehensive reports with actionable insights and recommendations.
• Ensure compliance with relevant data protection and privacy regulations, including POPIA.
• Conduct due diligence visits and validation of the service provider’s capacity, infrastructure, and accreditation prior to contract award.

Skills Requirements

• Extensive experience in designing and conducting stakeholder perception surveys and similar research projects.
• Proven expertise in statistical analysis and data interpretation.
• Strong project management skills with the ability to develop detailed work plans, timelines, and deliverables.
• Relevant experience in public sector or similar organizational contexts.
• Capability to engage with diverse stakeholder groups, including vulnerable populations such as people living with disabilities.
• Ability to produce clear, professional reports and presentations.
• Knowledge of data privacy laws and regulations, particularly POPIA compliance.
• Capacity to conduct site visits, validation, and due diligence assessments.
