  • Development of ready-to-use question papers and model answers.
  • Ensuring assessments comply with QCTO requirements and are aligned with the qualification blueprints.
  • Deliverables must be completed within three (3) weeks per qualification, with the overall contract period extending to 31 October 2026.
  • Provision of reports and documentation related to assessment development and moderation.

Technical Requirements

The technical requirements include:

  • Development of assessment instruments with detailed marking memoranda.
  • Engagement with moderators and quality assurance bodies to ensure assessment validity and reliability.
  • Development of assessment tools that are fit for purpose and aligned with the specified qualification blueprint.
  • Adherence to the prescribed assessment specifications and standards set by the QCTO and SASSETA.
  • Submission of all required documentation, including assessment specifications, reports, and moderation feedback.

Skills and Experience Requirements

The bidding company and proposed team members must demonstrate:

  • Experience in developing EISA or FISA assessment instruments, especially for legacy qualifications or QAS addendums.
  • At least three (3) years of legal or occupational learning and development experience in the legal field.
  • Proven track record with reference letters from previous clients confirming successful completion of similar projects.
  • Subject matter experts (SMEs) with relevant qualifications, including:
    • A developer statement of results (Unit Standard 123394/123401) or related ETD qualification (Qualification IDs 50333/50334/50331).
    • Qualification in Family Law (205 credits), verified by SAQA if international.
  • Detailed CVs demonstrating expertise in legal assessment development and occupational learning.
