Objectives

The primary objectives of this tender are to engage Subject Matter Experts (SMEs) to develop exemplars, EISA (External Integrated Summative Assessment) instruments, and provide exam and marking scripts for a registered occupational qualification in Family Law. The aim is to create assessment tools aligned with the qualification blueprint, ensure candidate scripts are marked and moderated by competent experts, and support the implementation and compliance of the qualification with QCTO (Quality Council for Trades and Occupation) requirements.

Scope

The scope includes:

• Development of assessment instruments (EISA) with corresponding marking memoranda/answers for the Family Law qualification (205 credits, OC: Family Law Practitioner).
• Preparation of the Qualification Assessment Specification (QAS) Addendum.
• Engagement with Quality Partners (QPs) and moderators for all exam papers.
• Completion of development within three (3) weeks per qualification, with the contract period extending to 31 October 2026 to accommodate amendments or moderation processes.
• Provision of reports and documentation related to the assessment development process.

Technical Requirements

The technical requirements include:

• Development of assessment instruments aligned with the specific OQ blueprint.
• Inclusion of relevant marking guides and memoranda.
• Engagement with the SASSETA Quality Partners and moderators to ensure quality assurance.
• Adherence to the specified timeframe of three weeks for each qualification.
• Submission of reports and evidence of engagement and development activities.
• Compliance with confidentiality and intellectual property protocols, including signing confidentiality agreements.
• Verification of international qualifications by SAQA if applicable.

Skills Requirements

The skills and experience required from the bidding company and team include:

• Proven experience in developing EISA or FISA assessment instruments for occupational qualifications or related assessments.
• Experience in developing assessment tools for legacy qualifications or QAS Addenda.
• Demonstrated ability to develop learning materials from SETA or Quality Assurance Bodies.
• Subject Matter Experts (SMEs) with at least three (3) years of experience in the legal field, specifically in Family Law or occupational learning and development within the legal sector.
• Detailed CVs and signed reference letters from previous clients confirming successful completion of similar assignments.
• Mandatory qualifications include a statement of results for relevant ETD qualifications (e.g., Unit Standards 123394/123401) and a legal qualification such as an LLB or higher.
