• Pricing & Validity: Firm quotations submitted on official company letterhead, inclusive of VAT and all delivery costs, remaining valid for sixty working days post-closing.
• Delivery Format: Strictly online delivery with verifiable accreditation or certification credentials aligned with recognized industry bodies (e.g., SETA/SAQA, CPD, ISO, CompTIA, Microsoft, CIPS).
• Evaluation Methodology: Utilization of an 80/20 preference point system, allocating eighty percent to price competitiveness and twenty percent to specific socio-economic goals. Bidders must substantiate preference claims with valid B-BBEE status documentation, sworn affidavits, or medical reports for disability ownership.

Instructors and subject matter experts must possess current, recognized professional certifications and pedagogical competence for virtual delivery corresponding to each module:

• Project & Procurement: Full project lifecycle management, budgeting, stakeholder engagement, and procurement contracting/supplier management.

• Digital & Creative: Digital marketing strategy, SEO, email campaigns, professional photography, and advanced PowerPoint visual storytelling.
• Technology & Data: Generative AI applications, data visualization, big data analytics for transport planning, cloud infrastructure security, cybersecurity operations, and Microsoft Azure architecture/development.
