Objectives

The primary objective of this tender is to appoint a professional service provider to conduct training for operators on various machinery, ensuring compliance with occupational health and safety regulations. The training aims to enhance the skills and understanding of operators across different types of machinery used by Enoch Mgijima Local Municipality.

Scope

The scope includes in-house training for employees operating a range of machinery such as cherry pickers, truck-mounted cranes, chainsaws, graders, TLBs, excavators, rollers, water carts, tipper trucks, front end loaders, dozers, and sewer jet machines. The training covers theoretical understanding, practical application, safety procedures, inspections, and operational functions aligned with relevant standards and unit standards specified in the terms of reference.

• Training for 4 employees on Cherry Picker (Mobile Elevated Work Platform)
• Training for 9 employees on Truck Mounted Crane
• Training for 6 employees on Chainsaw Operation
• Training for 6 employees on Grader
• Training for 5 employees on TLB (Backhoe Loader)
• Training for 3 employees on Excavator
• Training for 3 employees on Roller
• Training for 1 employee each on Water Cart, Tipper Truck, Front End Loader, Dozer, and Jetting Machine

Technical Requirements

The technical requirements specify that:

• The provider must be registered and approved by the Department of Employment and Labour for such training.
• Training must demonstrate understanding of applications, safety, risks, hazards, inspections, and operational procedures for each machinery type.
• Training content must align with relevant unit standards (e.g., 243272 for MEWP, 242978 for TMC, 117061-117064 for Chainsaw, etc.).
• Training must include practical demonstrations, safety protocols, PPE, inspection procedures, and operational functions.
• All training must adhere to the Occupational Health and Safety Act and Machinery Regulations.

Skills Requirements

The service provider must possess:

• Proven experience in delivering machinery operator training, with a minimum of 3 years in similar projects.
• Accredited trainers approved by the Transport Education and Training Authority (TETA) or equivalent authority.
• Ability to develop and deliver training content aligned with national standards and unit standards specified in the scope.
• Capability to demonstrate practical skills, safety compliance, and operational understanding of various machinery.
• Registered and approved personnel or organizations as per Department of Employment and Labour requirements.
