Objectives

The primary objective of this tender is to appoint a professional service provider to perform electrical engineering services (Stages 1 to 6) for the design and construction supervision of a new district government office complex in Jane Furse, Sekhukhune District, Limpopo Province. The project aims to facilitate the relocation of provincial government offices from Lebowakgomo to Jane Furse, ensuring energy-efficient, sustainable, and compliant building infrastructure.

Scope

The scope of services includes:

• Provision of electrical engineering services across all project stages (Inception, Concept and Viability, Design Development, Documentation and Procurement, Construction, Close-out).
• Design, planning, and supervision of electrical systems for the new office complex, including energy efficiency and "green" design solutions.
• Coordination with other professional disciplines and service providers (architects, civil, mechanical, structural engineers, quantity surveyors).
• Compliance with applicable legislation, standards, and local content policies.
• Preparation of reports, documentation, and operational manuals, including safety and legal requirements.
• Monitoring project progress, quality, and safety during construction.
• Incorporation of innovative and environmentally sustainable design features.

Technical Requirements

The technical requirements encompass:

• Design and supervision of electrical systems aligned with energy efficiency, sustainability, and local standards.
• Adherence to legislation such as the Occupational Health and Safety Act, National Building Regulations, and environmental laws.
• Use of compatible software for project documentation and programming.
• Provision for site inspections, security clearance, and access negotiations.
• Implementation of design innovations focusing on renewable energy, water conservation, and environmentally friendly materials.
• Preparation of detailed activity schedules, cost estimates, and progress reports.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in electrical engineering projects, particularly in building design and supervision for government or large-scale developments.
• Qualified personnel, including at least three professional electrical engineers registered with the Engineering Council of South Africa (ECSA), with relevant experience in building projects.
• Capability to deliver comprehensive project management, including design, documentation, procurement, and construction supervision.
• Knowledge of applicable legislation, standards, and local content policies.
• Ability to incorporate sustainable and innovative design solutions.
• Competence in project reporting, coordination with multidisciplinary teams, and adherence to safety and environmental regulations.
• Provision of CVs, professional registration certificates, and previous project references for key personnel.
