Objectives

The primary objective of this tender is to appoint a professional service provider to deliver architectural and principal agent services for the design, construction, and supervision of a new District Government Office Complex in Jane Furse, Sekhukhune District, Limpopo Province. The project aims to facilitate the relocation of Provincial Government Offices from Lebowakgomo to Jane Furse, supporting provincial infrastructure development and service delivery.

Scope

The scope of services includes:

• Provision of comprehensive architectural services covering all work stages from inception to close-out (Stages 1 to 6).
• Acting as principal agent, overseeing the entire construction process, including contract administration, site supervision, and coordination of consultants.
• Ensuring compliance with applicable legislation, standards, and safety regulations, including Occupational Health and Safety Act requirements.
• Cooperation with other service providers such as civil, electrical, mechanical engineers, and quantity surveyors.
• Incorporation of sustainable, energy-efficient, and environmentally friendly design principles.
• Preparation of project reports, progress monitoring, and final documentation.
• Management of site activities, including site inspections, progress monitoring, and ensuring adherence to project timelines.

Technical Requirements

The technical requirements include:

• Design and documentation for a government office complex accommodating 10 provincial departments.
• Adherence to space norms and project-specific design standards.
• Implementation of green building principles, energy efficiency, water conservation, and environmentally sustainable solutions.
• Compliance with all relevant legislation, standards, and safety regulations, including the Occupational Health and Safety Act, National Building Regulations, and environmental laws.
• Provision of detailed project programme, cost estimates, and phased delivery plans.
• Use of compatible software for project documentation and programming.
• Security clearance for personnel involved in projects requiring sensitive information.
• Provision for site access, coordination with authorities, and management of security protocols.

Skills Requirements

The tenderer must demonstrate:

• Registration and control by the South African Council for the Architectural Profession (SACAP) or equivalent professional bodies.
• Proven experience in designing and managing large-scale government or institutional building projects within South Africa, specifically in the public sector.
• Capability to provide a multidisciplinary team including registered architects, engineers, quantity surveyors, and environmental specialists.
• Experience in sustainable and energy-efficient design solutions.
• Ability to coordinate multiple service providers and manage complex project timelines and budgets.
• Knowledge of applicable legislation, standards, and safety regulations relevant to construction and architectural services in South Africa.
• Capacity to prepare comprehensive reports, project documentation, and progress updates in line with departmental requirements.
• Security clearance and confidentiality management for sensitive project information.
