Objectives

The primary objective of this tender is to procure professional engineering consulting services for the design, supervision, and construction monitoring of the Sundays River Pedestrian Bridge (KwaNogejane) in the Alfred Duma Local Municipality, Ladysmith Region. The services aim to ensure the successful delivery of a high-level pedestrian bridge over Sundays River, including approaches, in accordance with relevant standards, regulations, and client requirements.

Scope

The scope encompasses comprehensive services across all project phases, including:

• Feasibility and Concept Reports
• Preliminary and Detailed Design development
• Preparation of tender documentation and procurement support
• Construction supervision and site monitoring
• Quality assurance, safety, and environmental compliance
• Stakeholder and community liaison, including targeted enterprise participation
• Land acquisition, geotechnical, environmental, traffic, and other specialist studies
• Project close-out, as-built documentation, and maintenance planning

The services are to be delivered over a 20-month period, covering all stages from inception to project close-out, in line with the Department of Transport’s standards and policies.

Technical Requirements

The technical requirements include:

• Provision of professional services aligned with ECSA standards and the CIDB B.U.I.L.D. programme
• Design and supervision of structures, bridges, approaches, and associated civil works
• Compliance with South African standards, manuals, and guidelines (e.g., TMH, TRH, SAPEM)
• Implementation of safety, environmental, and land use regulations
• Preparation of comprehensive reports at each project stage, including feasibility, design, safety, environmental, and land reports
• Effective project management, including programme development, risk management, and stakeholder engagement
• Use of approved standards, manuals, and best practices for design, construction, and environmental management
• Procurement of specialist services (geotechnical, environmental, traffic, etc.) through compliant tender processes
• Implementation of the CIDB Contract Skills Development Goals (CSDG) with measurable targets

Skills Requirements

The tender stipulates the following skills and personnel qualifications:

• Key Personnel:
  • Employers Agent / Project Manager: Registered with ECSA as Pr Eng or Pr Tech Eng, minimum 6 years’ relevant experience
  • Lead Design Engineer / Bridge Structural Engineer: Registered with ECSA, minimum 6 years’ experience in bridge design and construction
  • Project Engineers/Technicians: Relevant registration and minimum 5 years’ experience
  • Geotechnical Engineer: Registered and experienced in soil and foundation investigations
  • Environmental Specialist: Qualified and experienced in environmental impact assessments and management plans
  • Traffic Engineer: Registered and experienced in traffic impact assessments and road safety audits
  • Construction Health & Safety Specialist: Certified with SACPCMP, experienced in construction safety management
• Support Staff: Skilled surveyors, laboratory technicians, environmental officers, and community liaison officers with appropriate qualifications and experience.
• Additional Skills: Strong project management, stakeholder engagement, compliance monitoring, and reporting capabilities.

Personnel must demonstrate relevant experience in similar infrastructure projects, be registered with appropriate professional bodies, and possess the necessary technical expertise to deliver the scope of work effectively.
