Objectives

The primary objective of this tender is to appoint a professional engineering consulting firm to provide comprehensive services for the construction of the Umngwenya River Bridge No.4101 (Kwesentombi) on Main Road P176 at Km 5+100 in the Inkosi Langalibalele Local Municipality, Ladysmith Region. The scope includes review of existing designs, detailed design, supervision, construction monitoring, environmental and safety compliance, stakeholder engagement, and project close-out to ensure the successful delivery of a high-quality bridge infrastructure within a 12-month timeframe.

Scope

The scope encompasses:

• Review and validation of existing design documents and approvals.
• Preparation of detailed design and tender documentation for the bridge and approach roads.
• Construction supervision and monitoring, including quality control, safety, and environmental compliance.
• Stakeholder and community liaison, including targeted enterprise participation and social facilitation.
• Management of permits, environmental assessments, land rights, and statutory approvals.
• Implementation of risk management, health and safety plans, and quality assurance systems.
• Coordination of investigations (geotechnical, pavement, traffic, environmental) and surveys.
• Preparation of as-built records, final reports, and project close-out documentation.
• Adherence to project timelines, milestones, and contractual obligations for design, construction, and handover phases.

Technical Requirements

The technical requirements include:

• Design review and development in accordance with KZN Department of Transport standards and industry best practices.
• Preparation of comprehensive design reports, drawings, and tender documents compliant with client standards.
• Implementation of safety and environmental management plans aligned with Occupational Health and Safety Act and environmental legislation.
• Conducting investigations and surveys (geotechnical, pavement, traffic, environmental) using SANAS-accredited laboratories and qualified personnel.
• Provision of construction supervision with full-time site personnel, including Employer’s Agent, engineers, technicians, and community liaison officers.
• Monitoring of construction quality, safety, environmental compliance, and stakeholder engagement.
• Management of project risks, delays, and contractual obligations with penalties for non-compliance.
• Preparation of final as-built records, snag lists, and project close-out reports.
• Adherence to CIDB and ECSA standards, manuals, and guidelines throughout all project phases.

Skills and Experience Requirements

The tenderer must demonstrate the following skills and experience:

• Company Experience: Successful completion of at least 5 bridge or complex structure projects within the last 15 years, supported by reference letters and certificates.
• Key Personnel:
  • Employers Agent / Project Manager: Registered with ECSA as Pr Eng or Pr Tech Eng, minimum 6 years’ relevant experience.
  • Lead Design Engineer: Registered with ECSA, minimum 6 years’ experience in bridge design and construction.
  • Site Engineers/Technicians: Minimum 5 years’ experience in construction supervision of bridges and infrastructure projects.
  • Geotechnical Engineer: Registered with SACNASP or equivalent, minimum 5 years’ experience.
  • Environmental Specialist: Registered with relevant authority, with experience in environmental assessments and management plans.
  • Health & Safety Officer: Registered with SACPCMP, minimum 3 years’ experience in construction safety management.
  • Community Liaison Officer: Proven experience in stakeholder engagement and community liaison.
• Professional Registration: All key personnel must be registered with relevant statutory bodies (ECSA, SACNASP, SACPCMP) and possess appropriate qualifications.
• Technical Skills: Expertise in bridge design, construction supervision, environmental and safety compliance, stakeholder engagement, and project management.
• Quality Assurance & Safety: Proven ability to implement ISO/SANS certified QA systems and health & safety management plans.
• Experience in Targeted Enterprise Participation: Demonstrated capacity to involve and develop targeted local enterprises and labor.
• Project Management: Ability to manage multidisciplinary teams, investigations, surveys, and project timelines effectively.
