Objectives

The primary objective of this tender is to appoint a suitable service provider to administer First Home Finance for the Missing Middle in Bakenpark Extension 6 and a portion of Bakenpark Extension 7. The aim is to facilitate access to housing finance for qualifying beneficiaries within these extensions, ensuring efficient management and delivery of the housing finance services.

Scope

The scope of the project includes:

• Administration of First Home Finance for eligible applicants in Bakenpark Extension 6 and part of Bakenpark Extension 7.
• Evaluation of proposals based on functionality, financial offer, and preference points.
• Provision of support and guidance throughout the application and approval process.
• Verification of applicant documentation, including proof of municipal service payments and lease agreements.
• Preparation and submission of bid documentation in accordance with specified bid rules and conditions.

Technical Requirements

The technical requirements for the tender include:

• Submission of proof of payment of municipal services (not older than three months) or valid lease agreements, with verification rights reserved by the municipality.
• Provision of a Joint Venture Agreement and Power of Attorney if applicable.
• Completion of all documents in black ink with countersigned corrections.
• Proof of registration with the Estate Agency Affairs Board and/or Property Practitioners Regulatory Authority.
• Clear statement of the total bid price, inclusive of VAT if applicable.
• Submission of all prescribed bid forms, signed and completed.
• Bid submission must include one original and one scanned PDF copy on a flash drive, with all exhibits and forms.
• Bids must be sealed, endorsed with the contract number and description, and submitted before the deadline.

Skills Requirements

The successful bidder must demonstrate:

• Experience in administering housing finance or related financial services.
• Ability to verify and process applicant documentation accurately and efficiently.
• Knowledge of municipal service payments, lease agreements, and relevant regulatory requirements.
