Objectives

The primary objective of this tender is to appoint an Approved Inspection Authority (AIA) to provide services related to modifications, repairs, and new build tank wagons/vessels, tank containers, and pressure equipment for unfired pressure vessels. The appointed AIA will ensure compliance with technical standards, conduct inspections, verification, and certification processes across various stages of manufacturing, repair, and certification over a period of five years.

Scope

The scope encompasses:

• Inspection, witnessing, and verification of modifications, repairs, and new builds of tank wagons, vessels, and containers.
• Material verification, weld inspections, non-destructive testing, and certification at various stages and locations including Germiston, Trichardt, Sasolburg, and other specified sites.
• Design verification, welders/operators qualification, and approval of dispensation for repairs and modifications.
• Recertification, inspection of structural and pressure tests, and issuing of reports and certificates.
• Compliance with technical specifications, safety standards, and legislative requirements.
• Provision of services for both existing wagons and new build prototypes, including design verification and quality control documentation.

Technical Requirements

The technical requirements include:

• Adherence to South African standards (SANS 10227), ISO/IEC 17020 accreditation, and other relevant standards.
• Sign-off and initialling of each page of technical specifications and specifications being tendered.
• Inspection and witnessing of welding, non-destructive testing, hydrostatic pressure tests, and material verification.
• Design verification, including documentation review, drawings register, and quality control procedures.
• Certification of compliance, including Certificates of Compliance (COC), recertification, and dispensation approvals.
• Provision of qualified personnel for internal and external inspections, weld testing, and certification processes.
• Implementation of safety and health protocols, including working at heights, confined spaces, and pressure equipment safety plans.
• Travel and verification at multiple sites, including verification of supplier materials and inspection of new build components.

Skills Requirements

The tender requires the following skills and qualifications:

• Qualified inspectors and verifiers with relevant certifications in welding, non-destructive testing, and pressure equipment inspection.
• Experience in design verification, quality control, and certification of pressure vessels and tank wagons.
• Knowledge of South African standards (SANS), ISO/IEC 17020 accreditation, and safety regulations.
• Ability to perform material verification, weld inspection, and testing at supplier and site locations.
• Competence in preparing inspection reports, certificates, and technical documentation.
• Capacity to manage multiple inspections, witness tests, and certification processes across various sites.
• Proficiency in health and safety compliance, including working at heights, confined spaces, and pressure equipment safety protocols.
• Strong communication and reporting skills to document findings and certify compliance.
